The selected Firm will review a diverse list of potential projects developed in house by COK staff. The attached list includes, but not limited to, addressing future road extensions and bypasses, addressing future industrial loads in various city locations, addressing electrical overhead and underground options in areas prone to damage during hurricanes, addressing potential NESC violations, substation expansion, etc. The subject projects on the attached list may be amended, removed, or added as the needs of the COK evolve. The selected Firm will analysis each item and provide an estimated cost to address the Firms recommended remedy. This may include doing preliminary designs and/or using accepted methods of estimating. The City of Kinston's electrical system consists of approximately 12,500 customers with approximately 450 miles of 12.4 KV distribution lines and approximately 30 miles of 115 KV transmission lines. The city has eight substations, 35 circuits, and approximately12,000 distribution poles. The City of Kinston seeks to establish estimated budgetary costs and scope of work/descriptions for a Long-Range Construction Plan (LRCP) to address both current and long-range electric distribution needs. The City of Kinston (COK), through this RFP, is seeking a qualified Firm to provide the professional assistance to achieve this end. The City of Kinston reserves the right to reject any or all proposals and to negotiate and accept any proposal that it deems to be in the best interest of the City. The City of Kinston will only select a highly qualified Firm who can provide a quick response, quality end product, and a high level of customer service performance in all task efforts. The selected Firm will be expected to work with the City's staff in a professional manner at all times.
