Site work for a sidewalk / parking lot in Elizabeth, New Jersey. Completed plans call for site work for a sidewalk / parking lot.

This project generally consists of Parking Lot Restoration at the Elizabeth Free Public Library, Elmora Branch, 740 W Grand Street, Elizabeth, NJ 07202. All questions must be in writing to the Architect. Each bid must be accompanied by a certified check, cashier check or surety bond of a corporation acceptable to the City and in the amount of ten percent (10%) of the total amount of the bid presented, but in no case in excess of $20,000.00. Each bidder must also submit with his bid a certificate from a responsible surety company stating that the said surety company will provide in the event that he should be the successful bidder, surety bond(s) in the amount of one hundred percent (100%) of the contracted price and subject to such conditions as contained in the specifications. Any award with respect to this matter is specifically contingent upon the availability of sufficient funds having been appropriated in the project budget. Following the conference, the Architect will send a written memorandum to all Bidders indicating any addenda and/or clarification items, if required. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq., N.J.S.A. 40A:11-21, N.J.S.A. 40A:11-22, N.J.S.A. 40A:11-23.1, N.J.S.A. 40A:11-23.2, P.L. 1999, Chapter 238, as well as the requirements of N.J.S.A. 52:25-24.2 of the State of New Jersey as amended. Attention of bidder is particularly called to the requirements of Chapter 2.92 (formerly Chapter 65) as supplemented and amended which requires the submission of certain affidavits which shall be considered in its determination of the responsibility of the lowest bidder. The Elizabeth Public Library specifically reserves the right to waive any bidding irregularities with regard to the bidding requirements and as determined to be immaterial. The award or rejection of a contract for the within project is subject to the time limitations set forth in N.J.S.A. 40:11-24, except that the bids of any bidders who consent thereto may, at the request of the contracting unit, be held for consideration for such longer period as may be agreed. The successful bidder will be required to furnish the required bond(s) and certificates of insurance and to execute the contract within ten (10) calendar days from the award of the contract. Construction must begin within ten (10) calendar days after written notice to do so shall have been given to the Contractor by the Director, and shall be carried on regularly and uninterruptedly, at a rate to insure its full completion within the specified calendar days after such notice. If at the time of award of the contract, the successful bidder has one or more contracts for projects with the Library or is subsequently awarded a contract for other projects with the Library than it will be required to work concurrently on all projects without interruption or delays. Elizabeth Free Public Library reserves the right to reject any or all bids or any part thereof, in accordance with applicable law. If the bid exceeds $20,000.00, all bidders shall pre-qualify as required by the State of New Jersey, Department of the Treasury, Division of Building and Construction, and each bid shall be accompanied by an affidavit so certifying pursuant to N.J.S.A. 18A:18-27 through 18A:18-33 as amended and revised. All inquiries concerning prequalification should be directed to Division of Building and Construction, Taxation Building, 8th Floor, West State and Willow Streets, Trenton, New Jersey 08625. a. Bidders shall be prequalified in Category COOS, COO9, or CO54.
