Closing Time: 3:00 PM (NT) The purpose of this request for Professional Services is to retain a experienced competent Consultant to complete a due diligence review of the operations and maintenance completed on the CF(L)CO hydroelectric generating plant in the last two years and make recommendations on the maintenance strategies and capital investments to; i. maintain a very high reliability/availability standard within CF(L)CO operating context and power agreements; ii. to review the current 1 year and 5 year strategic capital plans to ensure the right work is being done at the right time; iii. review plant operations and look for efficiencies; iv. review the organizational structure and comment on structure and successive planning; v. review critical spares list and philosophy and make recommendations for completeness. and vi. Plant assessment and detailed review of the existing documents on the communications infrastructure, the earth filled dykes and dams, the underground cavern, intake, penstocks, generating units, GSU transformers, cable shaft and cables, switchyard/substation infrastructure, 735kv transmission lines, associated hardware and right-of-ways, and all other associated appurtenances.
