Renovation of a water / sewer project in Orting, Washington. Conceptual plans call for the renovation of a water / sewer project.

The scope of the Consultant's work will be coordinated with the City to sufficiently identify all key aspects of the project work. At a minimum, the scope will include the following items: Project Management and Coordination. - The City anticipates adequate coordination time for planning and execution of project elements. A kick-off meeting will be arranged to discuss needs and/or resources necessary to begin the design portion of the project. Additional meeting time will be budgeted for key decision points in the progress of completing the work. Pre-Design Planning and Programming. - The Consultant shall prepare a Basis of Design assessment that identifies project objectives and outcomes and establishes design criteria for the project improvements. The City anticipates an adequate level of regulatory agency involvement to gain concurrence on key design elements, including phasing, permit impacts, and performance expectations. Should multiple alternatives be identified in the assessment, the City will choose an option for the WRRF that best fits the objectives of the project. Professional Services as Required - The Consultant will determine the type and extent of professional services required in preparation of contract documents and include in the scope of work. Professional service support is anticipated for WRRF flow and loading design criteria, cultural resources, public relations, SCADA system integration, lab analysis, and BioWin modeling. The City of Orting (City) is soliciting Request for Qualifications (RFQ) from consulting firms with expertise in design and construction of wastewater facility projects. This request is for engineering consulting services for the design of a Class A biosolid treatment facility adjacent to the existing City Water Resource Recovery Facility (WRRF). The purpose of this RFQ is to obtain a qualified consultant team to provide professional services for purposes of completing upgrades to the City's WRRF. The City is looking for consultants with a proven track record of phasing wastewater treatment improvements to successfully operate the facility during construction while working with regulators to obtain required approvals. The work will conform to the applicable sections of Chapter 173-240 Washington Administrative Code (WAC) and as further detailed in the Washington State Department of Ecology (DOE) document "Criteria for Sewage Works Design". The Orting WRRF site is situated in the one-time flood plain of the Carbon River. However, a ring levee has been constructed along the Carbon River and around the WRRF, which protects the WRRF site from flooding. The site is constrained from growth because of the Carbon River to the northeast of the plant and residential development to the west and south. Immediately south of the WRRF site is the City's 1,000,000-gallon drinking water storage reservoir, pump station, well, and filtering facilities. The City WRRF includes the following facilities: Three 65 x 65 foot sequencing batch reactors (SBRs). 800-square-foot laboratory and control building. Headworks screening and pumping facilities. 88,000-gallon equalization basin. Cyclone grit tank and grit classifier. Closed vessel ultraviolet (UV) disinfection. Process building including mechanical room, blower room, and electrical room. The City operates under a National Pollution Discharge Elimination System (NPDES) waste discharge permit (Permit) issued by Ecology. The Permit includes effluent discharge limits to the Carbon River. The current permit was administratively extended on December 19, 2022 under Permit No. WA0020303. The City is looking for a consultant team to plan and design the needed improvements for the City's WRRF and wastewater headworks to accommodate projected flows and regulatory requirements. This project may include all major and minor improvements to the WRRF and wastewater collection system as necessary to achieve project goals. The project is anticipated to begin as soon as possible (contingent upon award) with the initial design development phase, reporting, and plans completed by the fall of 2024 or sooner. Initial construction phase is anticipated to start by the end of 2024 as design, and permitting constraints allow. As of June 21, 2023, the due date and time has been confirmed with the owner.
