Site work and paving for a road / highway in Sebring, Florida. Completed plans call for site work for a road / highway; and for paving for a road / highway.
The project consists of road milling of road segments in various locations throughout Highlands County. No pre-bid meeting will be held for this solicitation. Requests for CART or interpreter services should be made at least 24 hours in advance to permit coordination of the service. SCOPE OF WORK: 1. Highlands County is requesting a bid for road milling for approximately 3.43 miles of road segments in various locations throughout Highlands County. The project will consist of average milling depth of 1.5 inches on approximately 43,430 square yards of asphalt pavement for Contract Year One. It is anticipated that an average of 8 miles of various roadways will require milling in subsequent Contract Years Two and Three. 2. Highlands County requests that the Bidder provide a price according to the following scope: County Base Price: Contractor performs all work, including the hauling of the millings from work site to a designated stockpile area at the Highlands County Landfill Property adjacent to the Highlands County Asphalt Plant. Contractor shall be responsible for maintenance of traffic, milling preparation, and all clean up associated with the milling operation including sweeping of any roadways and driveways, bump milling of all raised driveways and intersections, and removal and disposal of any material other than asphalt millings. B. REQUIREMENTS AND SPECIFICATIONS: 1. Contractor shall fulfill the Scope of Work by following applicable specifications set forth in the Florida Department of Transportation Standard Specifications for Road and Bridge Construction, January 2017, edition or as revised, during the contract period. The following four (2) specifications are applicable to the Scope of Work, but may not be exhaustive of all requirements: a. Maintenance of Traffic, Section 102. b. Milling of Existing Asphalt Pavement, Section 327 (excluding the last line of 327-1 regarding ownership of milled material). 2. Contractor shall be responsible for locating and providing its own water source. 3. Contractor shall provide haul trucks as necessary and shall weigh all material on the Asphalt Plant scales before disposal at the designated stockpile area. 4. The millings will remain property of Highlands County. 5. The project shall be completed in a "Time is of the essence" fashion to provide efficiency and productivity for both Contractor and the County. 6. The normal operating hours for the County Road and Bridge Department are Monday through Thursday 6:30 AM to 5:00 PM, however the Contractor may request an adjusted schedule subject to approval by the Road and Bridge Director. 7. There shall be no fuel price adjustments for the Contract. Question Deadline 07/05/2023 at 5:00 PM ET
