Lynnhaven River Basin Ecosystem Restoration Phase 2 Reef Project Industry Day June 2023 Special Announcement The U.S. Army Corps of Engineers Norfolk District in partnership with the City of Virginia Beach would like to invite industry contractors capable of performing marine construction of an oyster reef to Industry Day 2023 for the Lynnhaven River Basin Ecosystem Restoration Phase 2 Reef Project. The U.S Army Corps of Engineers Norfolk District is seeking qualified and experienced firms capable of performing marine construction for this project. This Industry Day will be held in-person at Craney Island Project Office (4599 River Shore Road, Portsmouth, VA 23703) as well as via webinar on June 21, 2023, from 1:00 PM until 3:00 PM. Please note that appropriate attire must be worn if attending the on-site Industry Day (i.e., closed toe shoes, etc.) The Norfolk District will provide a conference webinar link and conference call-in information to all interested participants who properly respond by the due date. The first portion of the Industry Day will present the DRAFT PLANS/SPECS, review the project presentation, as well as provide the opportunity for Questions/Answers. The second portion of the Industry Day will be conducted at the fossil shell pile, which will need to be transported to the Lynnhaven River for reef construction. This event is not a marketing opportunity and will not promote upcoming projects. The purpose and focus of the event will be to provide an opportunity for industry to view the shell pile, learn about the project and answer any questions. The event will begin with a brief presentation by Norfolk District staff members to provide current information regarding environmental permit requirements, access information to Craney Island, and time-of-year restrictions related to recreation in Broad Bay. Following the presentation, the group will head over to the fossil shell pile for an open discussion. Copies of draft plans will be available for review during the event. All interested attendees must pre-register by e-mail to the Contract Specialist, Stormie Wicks, at Stormie.B.Wicks@usace.army.mil and copy Eartha D. Garrett, the Civil Branch Contracting Officer, at Eartha.D.Garrett@usace.army.mil referencing the "Lynnhaven River Basin Ecosystem Restoration Phase 2 Reef Project" not later than 1:00 p.m. Eastern Standard Time (EST), June 19, 2023. Email requests beyond the due date will not be accepted. Telephone requests will not be accepted. The registration email must include the name of all attendees, company name, day-time telephone number, email address, and your relation to the dredging industry as a reason for attendance. Registrants are encouraged to include suggested topics for discussion when registering. Copies of draft technical documents and plans will be attached to this announcement prior to the Industry Day. The Government will not be conducting one-on-one discussion related to any potential contract or on-going work under contract during this event. This announcement is not a contract solicitation, request for proposal, or a commitment to offer work of any kind on the part of the Government. The Army Corps of Engineers will not assume liability for costs incurred by an attendee or for travel expenses for marketing efforts. Description of Work: The Norfolk District, U.S. Army Corps of Engineers, in Partnership with the City of Virginia Beach is seeking eligible firms capable of performing marine construction of an oyster reef for the Lynnhaven River Basin Ecosystem Restoration Phase 2 Reef Project in the Lynnhaven River, Virginia. The Project site is located within Broad Bay and spans across approximately 23.2 acres of subaqueous state-owned bottom. The reef will be constructed with a maximum height of 12 inches off the river bottom, with the alternative base substrate layer (Size 2 crushed stone) being approximately 6 inches thick and the top fossil oyster shell layer being approximately 6 inches thick. For the fossil shell layer, the Project requires transporting the shell from an existing pile on Craney Island prior to placement within the project boundaries. The shell must also be sorted, clean from debris and fine sediments. All reef substrate will be placed by mechanical clamshell from a barge and recorded by GPS system to ensure proper placement. As-built surveys will be required between substrate layer placement to ensure targeted height is being reached. Reef substrate will be installed per the plan drawings and specifications on the project site in water depths ranging from approximately 7.0' MLLW to 8.3' MLLW. In accordance with FAR 36, the estimated construction price range for this project is between $1,000,000 and $5,000,000. NAICS Code 237990 applies. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Construction Time: Pre-construction activities shall commence within 30 days of receipt of Notice to Proceed (NTP). The construction period of performance will be approximately 720 days from issuance of the NTP. Time of Year Restriction: The period of performance timeframe includes a timeframe between 31 May through 30 September when placement of substrate is prohibited due to high recreational use in Broad Bay. Definitive Responsibility Criteria: This requirement will use Definitive Responsibility Criteria (DRC) which are specific and objective standards established to inform the Contracting Officer. In accordance with FAR 9.104-2. These criteria will be used to assess whether the apparent low bidder can demonstrate the expertise and specialized facilities needed for adequate contract performance. The inability of a contractor otherwise eligible for award to demonstrate minimally acceptable experience as measured by the DRC may result in the Contracting Officer determining the contractor is not responsible. We anticipate using the following Definitive Responsibility Criteria (DRC) Below are DRAFT Definitive Responsibility Criteria: Criteria 1: Marine Construction Experience: Bidder shall provide three examples of completed contracts of the same size and scope performed in the last five years involving placement of structures or substrate in a marine setting comparable to what will be required in this contract. The Government anticipates that the prime contractor may subcontract portions of the work. Accordingly, the Definitive Responsibility Criteria may be met through the experience of a subcontractor provided that an unequivocal commitment of the subcontractor is provided in writing conditioned only on the prime contractor being awarded the contract. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
