Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses. Purpose: The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The National Park Service (NPS) will use information obtained through this notice to develop an acquisition strategy. The Government anticipates conducting a small business set-aside acquisition for this requirement. Bonding: The NPS anticipates bid, performance and payment bonds will be required Project Description: Project Conditions: The project is located at Golden Gate National Recreation Area, Marin County, California. The construction magnitude is $1M - $5M. The surrounding area is rural with limited staging located at the Northwest Parking Lot (the small parking lot on the north end of the Golden Gate Bridge, on the west side of Highway 101). There are no unique material delivery requirements. However, lead contaminated soils will need to be hauled away from the project site. The construction site is 5 miles from nearest suppliers and lodging facilities. The Park will remain open during construction, thus contract activities and logistics must be structured and scheduled to minimize visitor impact. The site requires protective measures to ensure the surrounding area remains undisturbed. The trail will be built on an existing, mostly unpaved administrative road that is currently closed to the public. The anticipated period of performance is 420 calendar days including any potential weather shutdown. There are no seasonal or other shutdowns mandated through the construction season. Winter construction may be required. Project Scope: The project will construct a paved multi-use trail on the alignment of an existing unpaved administrative road. The trail will extend from the north side of the U.S. Highway 101 entrance to Dana Bowers Vista Point, pass under the Golden Gate Bridge, and end at the intersection with Lower Conzelman Road. The work includes constructing an asphalt pavement trail; improving trail grades to better serve access for all users; constructing small overlooks along the trail with seat walls and railings; managing stormwater with the construction of paved ditches, drop inlets and culverts; installing railings along the trail to improve safety; constructing steel pile/timber lagging retaining wall systems to support the improvements; striping and marking of pavement to improve safety for users. The project will remove lead contaminated soil from the site.
