Unloading of Rock Salt Minority/Woman - Owned Business Enterprises Bid submittals from MBE/WBEs will receive a 5% bid discount applied for the review of their bid. The discount applies to all bids of $300,000 or less. To count towards the M/WBE goals, each M/WBE must be certified by either Lambert Airport or the Missouri Department of Transportation in a North American Industry Classification System ("NAICS") code applicable to the kind of work the firm would perform on the contract. Certification by any other organization will not be accepted. This discounted bid amount will be used in the evaluation process of making an award to the low responsive, responsible bidder. SPECIFICATIONS 1 General 1.1 St. Louis County is soliciting bids from qualified terminal bidders to supply the County with a service of Unloading of Rock Salt from barges. 1.2 This work will involve unloading rock salt from barges and loading the material directly onto trucks for delivery to St. Louis County facilities. 1.3 Qualified terminals must meet the following minimum requirements: 1. Have a calibrated/certified set of weight scales on terminal property. 2. Have ability to unload a barge in an 8-hour period. 3. Supply weight tickets for each truck leaving the terminal. 1.4 St. Louis County will utilize the terminal offering the lowest price after calculating all costs to our agency (material and hauling costs). However, outside factors, including river conditions, mechanical breakdowns, etc. may necessitate the unloading of barges at other available terminals. 1.5 The removal and replacement of lift off covers on barges will be considered incidental to the contract. No additional payment will be made for this work. 1.6 Demurrage charges resulting in unloading delays caused by the river terminal will be paid by the river terminal.
