Development Services for the Municipality of Bluewater is seeking quotes under an Informal Quotation Process to update the current cost recovery fee study, and current building permit fees per the Ontario Building Code Act. Since the Building Code Act was updated to mandate that building permits fees were levied from residents of their respective municipalities, Bluewater Building Services has been operating on a cost recovery basis. In 2008 a Building Permit Fee Review was undertaken by Tunnock Consulting and was reviewed from time to time by staff, with minor changes made to the permit fees. Recent changes over the previous two years with staffing and the rising costs of operation, have the department seeking a review of the fees. To preserve our current procedure and compliance under the Building Code Act, Building Services is requesting quotes to update the existing fee study or provide a new study for public consultation based upon the following elements, but not limited to: - Direct and Indirect costs for the administration and enforcement of the BCA, - Addition of existing staff and permitting software costs that are not included within the current study, - Additional charges for inspections exceeding a set maximum per each stage of construction, - A cost of living or construction indexing percentage of the fees to be added on an annual basis, or other provisions to maintain cost recovery for the department, - Better breakdown of fees based on permit type and complexity of permits to align with the actual cost of administering the BCA Development Services is anticipating engaging the community stakeholders and move forward with the mandatory public meeting in the fall of 2023 and have revised permit fees for the start of 2024. Please provide with your quotation a work plan including the projected timelines, examples of experience where your firm has engaged in the conducting building permit fee studies, a company profile, and a model on calculating the proposed fees, by July 28th, 2023, to the Manager of Development Services, Aaron Stewardson. Development Services will be granting this quotation by August 3, 2023, and submissions will be accepted via email or hard copy.
