As of October 4, 2023 bids have not been accepted by the Town Commission to-date the timeline for the rebid was not yet been established. The Town is proposing the replacement of the existing water mains in the South Sewall's Point Phase 3 Area (Rio Vista/Homewood/Via Lucinda/Ridgeland) and the installation of new Low Pressure Sewer Mains (LPFMs) in South Sewall's Point Road from the same Phase 3 Area to East Ocean Blvd. These improvements will include new water mains, new water services, tie-ins to existing water mains, new LPFMs, new LPFM services and all fittings and appurtenances needed to complete the project. These improvements are being performed ahead of the proposed South Sewall's Point Roadway/Drainage Improvements. The Roadway/Drainage improvement design is being included as reference to ensure utilities are being constructed to avoid conflicts with the future improvements. It is expected that this work will be completed utilizing directional drilling to avoid significant restoration of roadway/landscape areas. The resulting contract shall be awarded to the lowest, responsive and responsible bidder whose total base bid includes the requirements and criteria set forth in this ITB and whose award will be in the best interest of and most advantageous to the Town of Sewall's Point, taking into consideration; Base Bid amount, the financial responsibility of the bidder, quality of materials, personnel and equipment resources, proven skill and experience, abilities to timely perform the contract, previous satisfactory performance and such other abilities of the bidder that the Town, in its sole discretion, determines will enable it to perform effectively and efficiently the contract being bid upon. Bids must be accompanied by a Bid Bond/Security in the amount of ten percent (10%) of the Bid and must accompany each Bid in accord with the Instructions to Bidders. The successful Bidder, who is awarded the contract, will be required to furnish a 100% Construction Payment and Performance Bond meeting the requirements of Section 255.05 Florida Statutes. No bidder may withdraw his or her bid for a period of ninety (90) days after submission by the date set for the opening thereof. The Town, in its sole discretion, reserves the right to waive all minor technicalities or irregularities, to reject any or all bids or any part of a bid, to award to a single bidder or to divide the award between bidders, and to re-solicit this bid or any part of this bid. The Town further reserves the right, in its sole discretion, to award a contract to the bidder (or bidders) whose bid best serves the interests of the Town. In general, this bid is for the Phase 3 Area of S. Sewall's Point. The Town and Contractor may agree to utilize these unit prices in subsequent Phase 2, Phase 1 & Phase 4 areas of the water and sewer improvements.
