The contractor shall provide any temporary surfacing and provide any coordination needed to meet the maximum amount of time access can be limited to the hangar door If the contractor wishes to complete the project in calendar year 2023, the contractor must start the project on August 14, 2023, and actively work to complete the project once work has commenced. If work cannot be completed in the calendar year 2023, work must start in the Spring of 2024 as weather allows and seasonal frost is gone; and must be completed by no later than May 27, 2024, but must be completed in the total allotted working days noted above once work has commenced. Regardless of the start date of construction, working days will be counted once the project construction commences. If the bidder fails to execute the contract and to furnish an acceptable performance and payment bond or provide a Certificate of Insurance within ten (10) days after acceptance of the bid by the City of Estherville, the bid security may be forfeited or cashed by the City of Estherville as liquidated damages
