DESCRIPTION: This is a Pre-Solicitation Notice for project number 596-23-102 that requires Architect/Engineering (A/E) Design Services to Renovate Bldg. 27-1 for Ancillary Care at the Lexington VA Healthcare System, Sousley Division, located in Lexington, KY. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS. ONLY THE A/E FIRMS RESPONDING TO THIS ANNOUNCEMENT BY SUBMITTING AN SF330 PACKAGE ON TIME WILL BE CONSIDERED FOR INITIAL EVALUATION. FOLLOWING INITIAL EVALUATION OF THE A/E FIRMS AND THEIR SF330S, A SOLICITATION FOR A PRICE PROPOSAL WILL BE SENT TO THE HIGHEST TECHNICALLY RATED A/E FIRM TO PROVIDE THE TYPE OF SERVICE(S) REQUIRED. The A/E Services contract that is anticipated to be awarded will be procured in accordance with the Brooks Act (Public Law 92- 582), Federal Acquisition Regulation Part 36.6 and VA Acquisition Regulation 836.6. In accordance with FAR 36.209 Construction Contracts With Architect-Engineer Firms , no contract for the construction of a project shall be awarded to the firm that designed the project or its subsidiaries or affiliates, except with the approval of the head of the agency or authorized representative. A/E DESIGN SERVICES SCOPE SYNOPSIS: A-E Part One Services (also known as Design Phase Services) for this design project include site visits, field investigation, studies, and user interviews to prepare drawings, specifications, and cost estimates for all facets of work and disciplines/trades to facilitate a construction project to renovate existing space to support Prosthetics as well as Domiciliary support functions on the first floor of Building 27. Project will also correct mechanical, electrical, and plumbing deficiencies in the entire building. Project will include exterior work such as new building entrances and covered drop off area. Renovated floor will also be required to integrate into existing infrastructure to include, but not limited to: campus fire alarm system, campus building automation system (BAS), campus overhead paging system and other systems. There are multiple FCA Deficiencies associated with this project requiring correction listed below: 289616: Interior of building was not accessible due to current VA covid restrictions. Maintaining previous record as reference. ~70% of hardware needs to be changed to lever type. 289620: Replace and relocate Square D Panel EM27 400A 120/208V above grade It is currently located in subbasement. 49568: Upgrade the remaining 10% of T12 lamps to either T8 lamps and electronic ballasts or LED fixtures. 49571: Replace and relocate 800A 120/208V MDP and distribution (I-line SQ.D.). MDP is currently located in subbasement. 289624: Replace six (6) Square D panels on ground floor. Three are 100A and three are 225A. All are 120/208V. 27LP1, 27LP2, 27EM6, 27LP1H, 27EM1 and 27LP3. All were installed in the 1991. 49574: Two (2) CentalAire/AirTherm air handlers (AC-1 and AC-2) approximately 9,000 cfm each which includes sensible heat recovery wheel, HW preheat and CHW are beyond life and in poor/failing condition. 49575: Old steam piping that was converted to HW piping is in poor/failing condition. Piping serving 2-pipe FCUs is in failing condition and needs to be replaced with 4-pipe system. 289626: All existing ductwork is beyond life and in poor/failing condition. 289627: Whole building uses pneumatic controls that are outdated and in poor/failing condition. 289629: Consider relocation of all mechanical equipment in sub-basement (Boilers, water heaters, HW pumps, CHW pumps, all accessories) to a location at or above grade. The sub-basements are prone to flooding and permanent damage. Current location is poor. 289631: Replace 100 LF of chilled water piping (supply and return) and accessories entering building as it is in poor condition. 49579: Replace exhaust and ventilation system that is currently performed by existing aged and failing AHUs. 49564: Existing windows are past their useful life and require replacement. Replace with aluminum energy code compliant windows, approx. 295 windows. 114738: Original HW, CW, vent and sanitary piping mostly in areas ventilated with outdoor air such as crawlspaces and mechanical rooms are in poor condition. Update 20' of 4" diameter exterior water service piping along with valve and backflow prevention. A-E Part Two Services (also known as Construction Period Services) for this design project include responding to construction contractor Requests For Information (RFIs) during the solicitation (solicitation support) and construction phases of the construction project; attendance at pre-bid, post-award, and commissioning kick off construction project conferences; review of construction material submittals and shop drawings; approximately three (3) site visits per month during construction (both scheduled and emergent) to ensure compliance with the design drawings and specifications; preparation of site visit reports to be submitted within 72 hours of visit; coordination with project commissioning requirements; review of any construction project modifications for cost and technical acceptability; attendance and participation during the final acceptance inspection; preparation of the punch list; and preparation of record drawings of the completed construction project based on the construction contractor s as-built drawings. The A-E shall prepare a submittal log to be utilized by the VA during construction period services, maintain RFI log, and provide meeting minutes for weekly construction meetings throughout the duration of construction. A-E to provide assistance for revision of Kentucky Air Emissions Permit, see Section 13 for further detail on assistance required. All Part Two Services are optional line items and will not be exercised at the time of award. The above paragraphs constitute a basic outline of the work to be accomplished, and in no way comprise all the details for design of this project. The A-E shall initiate detailed inspection of the project site to determine the needs and conditions for the design of this project. Copies of Lexington VA Health Care System Franklin R. Sousley campus record drawings will be made available to the highest rated A-E firm; the A-E will verify the validity of the record drawings prior to the start of design work and conduct site investigations as necessary throughout the design. The A-E shall be solely responsible for the management, including all associated labor, equipment, materials, mailing costs, and inspection, to meet the requirements of the design project. The A-E shall further provide meeting minutes for all meetings held under this design project. 3rd party commissioning services will be provided via another contract. A-E will be expected to coordinate with commissioning agent at all phases of the project. The cost of construction services in support of this project is estimated to be between $8,000,000.00 and $10,000,000.00. END OF DESIGN SCOPE SYNOPSIS Digital copies of the as-builts are limited. The consultant will be expected to fully investigate and confirm the validity of hard copy as-builts and other drawings. This will include independent investigation of the VAMC s flat files by the consultant to determine and procure the information required for the complete design. All offerors are advised that in accordance with VAAR 836.606-73 the total cost of the architect or engineer services contracted for must not exceed 6 percent of the estimated cost of the construction project plus any fees for related services and activities. Additionally, FAR Clause 52.236-2 (c) - Design Within Funding Limitation, will be applicable to this procurement action. Design limitation costs will be provided to the most highly rated AE firm selected to complete the design. Interested firms should submit their current SF-330 to matthew.whisman@va.gov. The SF-330s are due by July 17, 2022, at 4:00 PM (EST). Security Issues, Late Bids, Unreadable Offers Late submission of offers are outlined at FAR Parts 52.212-1(f), 52.214-7, and 52.215-1(c) (3).A Particular attention is warranted to the portion of the provision that relates to the timing of submission. Please see FAR 15.207(c) for a description of the steps the Government shall take with regard to unreadable offers. To avoid rejection of an offer, vendors must make every effort to ensure their electronic submission is virus-free.A Submissions or portions thereof submitted and which the automatic system detects the presence of a virus or which are otherwise unreadable will be treated as unreadable pursuant to FAR Parts 14.406 and FAR 15.207(c ). The virus scanning software used by our e-mail systems cannot always distinguish a macro from a virus. Therefore, sending a macro embedded in an e-mail message or an e-mail attachment may cause the e-mail offer to be quarantined. You may send both the spreadsheet and the spreadsheet saved in PDF format to ensure that your proposal is readable. Password protecting your offer is not permitted. The Contracting Officer will file the offer electronically which will allow access only by designated individuals. Important Notice: Apparent successful offerors must apply for and receive verification from the Department of Veteran Affairs Center for Veterans Enterprise (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership and control sufficient to establish appropriate status, offerors must be both VISIBLE and VERIFIED by the Department of Veteran Affairs Center for Veterans Enterprises at the time of submission of proposal. Failure to be both VERIFIED by CVE and VISIBLE on VetBiz at the time of proposal submission will result in the offeror s proposal being deemed non-responsive. All offerors are urged to contact the CVE and submit the aforementioned required documents to obtain CVE verification of their SDVOSB status if they have not already done so. Response Time: The successful A-E shall abide by a four (4) hour response time for Lexington VA Healthcare System, Sousley Division, during the design phase and the construction period services (CPS) phase, as appropriate. The VA has no preference on the method utilized by contractors on achieving the four (4) hour response time. The response time will be determined from the moment the request to the A-E to be on site is submitted. The individual or individuals responding can be either the prime contractor or a subcontractor that s part of the design team. The selection process will follow the guidance referenced within 36.602-3 and FAR 36.602-4. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. Firms will be selected based on demonstrated competence and qualifications for the required work. Contract Award Procedure: Before a small business is proposed as a potential contractor, they must be certified by VetBiz and registered in the System For Award Management (SAM) database. Register via the SAM internet site at SAM.gov | Entity Registrations. Failure of a proposed SDVOSB to be certified by the CVE at the time the SF 330 is submitted shall result in elimination from consideration as a proposed contractor. The proposed services will be obtained by a Negotiated Firm-Fixed Price Contract. The review/design of architectural, structural, mechanical, electrical, civil, or other engineering features of the work shall be accomplished by architects or engineers registered in a State or possession of the United States, or in Puerto Rico or in the District of Columbia. The project drawings/design shall be in compliance with applicable standards and codes described in VA Program Guides and design materials. Master Construction Specifications Index, VA Construction Standards Index, VA Standards Index, and Criteria are available in the Technical Information Library (TIL) on VA Website address: http://www.cfm.va.gov/til/. The awarded A/E firm will prepare drawings and specifications in sufficient detail such that qualified outside General Contracting companies can prepare accurate and timely proposals for the desired work. The awarded A/E firm is responsible for ensuring that the specifications and drawings supplied fully represent all of the work described in the Request for Proposal (RFP). The Medical Center must remain operational throughout the construction period and a detailed sequence of work will be provided by the A/E to minimize impact of the construction. The NAICS code for this project is 541330 with a small business size of $25.5 million. SELECTION CRITERIA: Selection criteria for this acquisition are listed below; Professional qualifications necessary for satisfactory performance of required services; Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; Capacity to accomplish the work in the required time; Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness; Record of significant claims against the firm because of improper or incomplete architectural and engineering services; and Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. THIS IS NOT A REQUEST FOR PROPOSAL. This is a request for SF 330's Architect/Engineer Qualifications packages only. Any requests for a solicitation will not receive a response. No material will be issued and no solicitation package or bidder/plan holder list will be issued. A solicitation will only be issued to the most highly qualified vendor.
