The solicitation will close on or about July 17, 2023. This solicitation is restricted to SMALL BUSINESSES ONLY. The purpose of this solicitation is to seek qualified candidates for a Service Contract to develop/validate a 20-year Capital Plan for the United States Section of the International Boundary and Water Commission (USIBWC). The steps in this effort will include the following: o Review of reports, inspections, studies, estimates, and other applicable documents. o Field visits. o Employee interviews. o Ranking and prioritization of projects within their respective programs and at the enterprise level across all capital programs. o Recommendations on capital management process and for other studies and assessments for identified data gaps. o Validation of design and construction estimates for all capital construction projects. o Development of a 20-year Capital Plan, signed and sealed by a professional engineer. USIBWC seeks to develop a 20-year capital plan based on two annual funding scenarios of $50 million and $75 million that will be used to assess the long-term capital project requirements and to establish funding of high-priority projects in a timely and cost-effective manner. USIBWC seeks to validate the capital project estimates for all capital programs, including design and construction estimates, as well as any associated assessments and regulatory requirements. This will help the USIBWC seeks to develop a 20-year capital plan based on two annual funding scenarios that will be used to assess the long-term capital project requirements and to establish funding of high-priority projects in a timely and cost-effective manner for each of the capital programs as noted below: Water Management Reconstruction of American Canal Hydrologic Data Collection System Rehabilitation Channel Sediment Management Rio Grande Flood Control System Rehabilitation Safety of Rio Grande Dams Tijuana River Levee System Rehabilitation Water Quality Tijuana Sewage Treatment Facilities Nogales Sewage Treatment Plant Nogales Trunk line and International Outfall Interceptor (IOI) Screen Resource & Asset Management Facilities Renovation Heavy Equipment Replacement Deferred Maintenance and Repairs Critical Infrastructure Protection Hydropower Hydropower Plants States : California, Arizona, New Mexico and Texas. The Engineer Services required is for projects located along the U.S./Mexico border in the United States (States of Texas, New Mexico, Arizona, and California) and the Republic of Mexico (States of Tamaulipas, Nuevo Leon, Coahuila, Chihuahua, Sonora, and Baja California). The work will be performed under NAICS Code 541330 with a size standard of $25.5 million. The resulting Contract will be firm-fixed price. Period of Performance is expected to be 270 calendar days after the Contract has been awarded.
