Site work, paving and new construction of a mixed-use development in Moorefield, West Virginia. Completed plans call for the construction of a 7,972-square-foot medical facility; for site work for a medical facility; for paving for a medical facility; sidewalk / parking lot; sidewalk / parking lot; sidewalk / parking lot; pre-engineered storage facility; pre-engineered storage facility; and pre-engineered storage facility.

The Project includes the following Work: The basic work of the Project is for the construction of a new one story 7,972 square foot Hardy County Health Department and Food Service Training Facility. Basic exterior construction consists of 2x6 wood stud insulated bearing walls with brick, cast stone & EIFS veneers, a pre-engineered wood truss roof structure with an attic room, a standing seam metal roof, a concrete slab-on-grade floor, clad wood windows, aluminum, and glass entrance system, painted galvanized hollow metal exterior doors and frames, aluminum soffits, fascia trim and gutters and downspouts. Basic interiors will include but are not limited to painted 5/8" gypsum board partitions, vinyl covered floors with vinyl coved base, suspended laying acoustic tile ceilings, casework, shelving and countertops, stained solid core wood doors in painted hollow metal frames, restroom partitions and accessories, and built in appliances as noted. All work is to be commercial grade. Mechanical, Electrical and Plumbing work will consist of all new commercial grade equipment, fixtures, receptacles, wiring, piping, ductwork and all fittings and controls required for a complete and operable facility. Work will also require phone/data/communication wiring, a fire alarm system and a full building emergency backup generator. Site work will include but not be limited to general grading and excavation for the new building footings and floor slab, concrete patio and utility pads, concrete sidewalks and curbing, asphalt paved parking, site lighting, all utility connections and basic landscaping. Liquidated damages shall be $500 per calendar day. Amounts paid are not subject to refund. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Bidding Documents also may be examined at Hardy County RDA The Thrasher Group, Inc. 223 North Main Street, Suite 102 600 White Oaks Boulevard Moorefield, WV 26836 Bridgeport, WV 26330 A two-envelope system will be used. Envelope No. 1 must have the following information presented on the front: Name and address of Bidder Bid on Contract - Hardy County Health Department Received by the Hardy County Rural Development Authority, Hardy County Commission Envelope No. 2 labeled "Bid Proposal" shall also be placed inside of Envelope #1. Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR - 1 of these contract documents. If such documents are found to be in order, Envelope No. 2 "Bid Proposal", will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 "Bid Proposal" will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder. A bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids. Bids shall be accompanied by a certified check or bid bond payable to Hardy County Commission in an amount equal to five percent (5%) of the base bid. Contractor is required to provide the Drug Free Workplace Certification in accordance with WV Code 21- 1D-5. All Bidders are required to have a West Virginia Contractor's License per Section 30-42-12 of the West Virginia Code. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders. The Hardy County Rural Development Authority, Hardy County Commission reserves the right to reject any and all bids.
