Duluth Vessel Yard, Part 2 1. This invitation for bid is full and open competition. In accordance w ith Federal Acquisition Regulation 19.1307, this project requires the HUBZone 10% price evaluation preference. 2.The North American Industrial Classification System (NAICS) Code is 237990, Other Heavy and Civil Engineering Construction, w hich has a small business size standard of $45.0 million. 3. Estimated construction cost for this requirement is Between $5,000,000 and $10,000,000. 4. All responses to this announcement shall be submitted electronically through Procurement Integrated Enterprise Environment (PIEE). 5. Bid Guarantee is REQUIRED. 6. Block 11 contains full information f or commencement and completion of the contract as indicated in FAR 52.211-10. The Contractor shall NOT make changes to this clause or Block 11. See SF 1442 Continuation for further Solicitation Information The Bidder Inquiry System will stop receiving new inquiries at 5:00 PM (CST) on 1 April 2024 in order to ensure adequate time is allotted to form an appropriate response and amend the solicitation if necessary *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Perform necessary marine infrastructure repairs at the Duluth Vessel Yard. Work under this contract primarily consists of encasing the existing pier and slip headwall structures with steel sheeting and piling. In the base bid, approximately 415 linear feet (LF) of the south pier and 185 LF of the east slip headwall will be encased with a steel sheet pile (SSP) and driven wide flange (WF) pile cantilevered combination wall offset one to two feet from the existing timber crib and concrete cap structure. Work on the south pier and east headwall structures will include demolition of the existing concrete cap and mooring bollards and installation of new riprap and aggregate fill, 10-ton and 50-ton bollards, timber fendering, and new concrete cap and surfacing. The bollard foundations will consist of approximately 30-feet to 40-feet long vertical and battered helical anchors anchored in the concrete cap. Site lighting, storm drainage, and shorepower improvements will also be required on the south pier. The project will also include an option to encase the approximately 400-foot-long north pier structure. SSP will be driven on the north and south sides of the north pier with tie rods and wales connecting the two sides. Work on the north pier will include demolition of the existing concrete cap and mooring bollards and installation of new riprap and aggregate fill, 50-ton bollards, timber fendering, and new concrete cap and surfacing. The bollard foundations will consist of approximately 30-feet to 40-feet long vertical and battered helical anchors anchored in the concrete cap. Site lighting, storm drainage, and shorepower improvements will also be required on the north pier. Additional option work under this contract will be the installation of a concrete transformer foundation, electrical conduit in the northeast corner of the vessel yard site, and coordination with Minnesota Power to install a new 150kVA 277/480V pad-mount transformer. The project may also include concrete paving of the northeast corner of the site and of portions of the south pier structure.
