Site work for a water / sewer project in Wayne, Pennsylvania. Completed plans call for site work for a water / sewer project.

As of October 18, 2023, the project has been awarded, however, a timeline for construction has not been confirmed. This project involves the ecological and stormwater restoration of an existing area that currently receives approximately 60 acres of runoff from developed areas in Radnor Township. Runoff is currently conveyed to the site via municipal storm sewers. The project includes the removal of historic fill to create a naturalized stormwater detention/slow-release system, as well as the construction of two (2) subsurface stormwater detention/slow-release systems. One system is to be located beneath an existing municipal parking lot that will be repaved in porous asphalt. The second system is to be located beneath the lawn of the existing Radnor dog park area. The project will include significant removal of non-native invasive species and restoration with native species. The Township requires compliance with the provisions of Ordinance 2022-08, Responsible Contractor Requirements for Township Contracts. If a firm fails to provide a Contractor Responsibility Certification required by this section in any bid submission to the Township, such failure shall constitute grounds to reject such bid as non-compliant with this ordinance and shall disqualify such firm from bidding. No action of any nature shall lie against the Township because of its refusal to accept or award a bid for failing to provide information required by this section. The Notice of Intent to Award date for this project is tentatively scheduled for Thursday, July 20, 2023 and the award date for this project is tentatively scheduled for Monday, August 21, 2023. The project must be completed no later than two hundred forty (240) days after notice to proceed. In the event of a delay to the project completion terms as per the Schedule for which Contractor is solely responsible, Contractor shall pay Liquidated Damages to Radnor Township at a rate of $880.00 per day of delay for every day beyond the two hundred forty (240) days allowed for project completion. The Township will not accept bids from any firm/corporation that are currently in litigation with the Township. A bid security in the amount of ten percent (10%) of the total bid is required. Bid security shall be in the form of either a Bid Bond issued by a corporate surety approved by the Secretary of Insurance to do business in the Commonwealth of Pennsylvania, or a certified check or an Irrevocable Letter of Credit issued by a bank licensed to do business in the Commonwealth of Pennsylvania. The work in connection with this project constitutes a Public Works by a Public Body under Pennsylvania Prevailing Wage Act. Bidders are advised that prevailing minimum wage rates, promulgated by the Pennsylvania Secretary of Labor, must be paid to workmen employed on this project. Contractor shall comply with the terms and conditions of grant agreements awarded to the Township for this project. The Township Board of Commissioners reserves the right to add or delete portions of work based on budgetary constraints, to waive any informalities and to reject any or all proposals, or parts thereof, for any cause permitted by law, as it deems in the best interest of the Township. The standard under which bids will be evaluated are included in the bid package.
