Renovation of a water / sewer project in Pierre, South Dakota. Completed plans call for the renovation of a water / sewer project.
The Issuing Office for the Bidding Documents is: the office of the Engineer, Bartlett & West, Inc., Bismarck, North Dakota. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 A.M and 4:30 P.M. local time and may obtain copies of the Bidding Documents from the Issuing Office. The Project consists of constructing an elevated potable water storage tank, 200,000 gallons, 140 feet to overflow, foundation, control room, site work, site piping, painting, tank mixing system, outlet structure, and other appurtenant items. The site is located approximately 15 miles northwest of the City of Pierre in Hughes County, South Dakota. the Bidding Documents) issued by a surety meeting the requirements of Paragraphs 6.01 and 6.02 of the General Conditions or by a certified check of bank money order payable to the Owner in the amount of five (5) percent of the Bidders maximum bid price. Bidders on this work will be required to comply with the Presidents Executive Order Nos. 11246 as amended, 11458, 11518, and 11625 as amended. The requirements for bidders and contractors under these orders are explained in the specifications. Bidders on this work are advised that the funding and/or regulatory agency for this project is the State of South Dakota. The low responsive bidder will be required to certify compliance with the American Iron and Steel provision of the Consolidated Appropriations Act of 2014. This certification form may be found on page AIS-21 of the State Revolving Fund (SRF) General Conditions and must be included in the bid proposal. The low responsive bidder must fulfill the requirements of the Davis-Bacon and Related Acts Labor Standards for federally assisted construction contracts. These standards are located in the SRF General Conditions. Please be advised that waivers or exemptions from the American Iron and Steel provision that cite International Trade Agreements DO NOT comply with the Consolidated Appropriations Act of 2014 as it applies to the SRF programs. Claims from suppliers that the American Iron and Steel provisions do not apply to certain products based on the International Trade Agreement exemptions of the Consolidated Appropriations Act of 2014 will not be accepted. The low responsive bidder must assure compliance with the requirements of Public Law 115-232, Section 889, Prohibition on Certain Telecommunications and Video Surveillance Services or Equipment. Contractors must assure that telecommunications equipment produced by Huawei Technologies Company or ZTE Corporation (or any subsidiary or affiliate of such entities), and video surveillance and telecommunications equipment produced by Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company (or any subsidiary or affiliate of such entities) WILL NOT be supplied for the project. supplied for the project. This project may be partially funded using American Rescue Plan Act (ARPA) funds. As a condition of the ARPA funding guidelines, the Contractor shall meet the following requirements: 1. Contractors are required to employ a preference for the purchase, acquisition, or use of goods, products, or materials produced in the United States (including but not limited to iron, aluminum, steel, cement, and other manufactured products.) The Contractor shall provide documentation of such efforts to purchase goods, products, or materials produced in the United States upon request. 2. The Contractor shall make a good faith effort to utilize Disadvantaged Business Enterprises (DBE) and/or Minority Business Enterprises (MBE) and shall provide documentation of the effort to solicit bids from qualified entities upon request. A copy of the ARPA funding guidance that outlines the requirements associated with projects that utilize this funding can be found at the link. Bidders on this work will be required to comply with Title 40 CFR 33 and Executive Order No. 12138. The requirements for bidders and contractors under this regulation which concerns utilization of Disadvantaged/Minority Business Enterprises (DBE/MBE) and Women's Business Enterprises (WBE) are explained in the contract documents. Owner reserves the right to reject any and all Bids. Award, if made, shall be to the lowest responsible Bidder whose Bid is responsive to the invitation and is most advantageous to the Owner, in its sole and exclusive discretion, price and other factors considered. The Owner may reject a Bid as nonresponsive if the prices bid are materially unbalanced between the line items or subline items. A Bid is materially unbalanced when it is based on prices significantly less than the cost for some work and prices which are significantly overstated in relation to cost for other work, and if there is a reasonable doubt that the bid will result in the lowest overall cost to the Owner even though it may be the low evaluated bid, or if it is so unbalanced as to be tantamount to allowing advance payment. The Owner also reserved the right to waive all information not involving price, time or changes in the Goods and Special Services, and to negotiate contract terms with Successful Bidder. Bid security shall be furnished in accordance with the Instructions to Bidders. A pre-Bid conference will not be held for this Contract. Project has been cancelled.
