The principal purpose of this requirement is to provide labor, equipment and materials for the Wallops Airfield Repair Project, FCLP Phase 10 project. NASA will conduct this acquisition as a full and open competition and intends to award a Firm Fixed Price (FFP) contract to an interested bidder. This procurement will be conducted in accordance with FAR Part 14 (SEALEDBIDDING) and Part 36 (CONSTRUCTION) and will be evaluated in accordance with the procedures therein. The North American Industry Classification System (NAICS) code for this acquisition is 237310 and the small business standard is $45M. Biddders shall complete blocks 14 thru 20c of the attached Standard Form 1442 and submit with their bid. For this project, in accordance with the Statement of Work, Attachment A, Specifications, Attachment B, and Drawings, Attachment C, referenced in Section J.1, the scope of work including the base bid and option1 shall include: The base bid consists of demolition of existing concrete an arresting gear foundations, repaving to grade of existing concrete an arresting gear foundations, construction of two new concrete an arresting gear foundations, and construction of pavement protection system on Runway (RWY) 4/22. Bid Option 1 consists of joint resealing of concrete joints on RWY 4/22 and Taxiway (TWY) Echo. The work to be completed shall include furnishing, as applicable or may be required, all contractor's plant, equipment, safety devices, labor, tools, materials, supplies, and serv ices; and performing all operations necessary for or incidental to a complete project in conformity with the scope of work. The Contractor shall be required to (a) commence work under this contract within 15 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work, ready for use within 270 days after notice to proceed. The contract will be performed at Wallops Flight Facility, Wallops Island, VA. Bid Guarantee The amount of the bid guarantee shall be 20 percent of the bid price or $3,000,000.00 whichever is less. Performance and Payment Bonds Performance and Payment Bonds are due within 15 days after notice of award. Site Visit 52.236-27 Site Visit (Construction), Alt I. (FEB 1995) An organized site visit has been scheduled for August 10, 2023, at 10:00 am (EST). Participants will meet outside of the Wallops Flight Facility Badging Office N-001, at 34200 Fulton Street, Wallops Island, VA 23337, to receive their visitor badge. Site Visit Instructions All site visit attendees must be submitted by the Prime Contractor, including legal first name, middle initial, last names, company, citizenship, and phone number via e-mail, to Contract Specialist Tiera Greene at Tiera.M.Greene@nasa.gov and cc' Contracting Officer Devona Jackson at devona.s.jackson@nasa.gov no later than (NLT) 2:00 p.m. (EST), on August 8, 2023. Please ensure names of attendees submitted for badge access match EXACTLY as indicated on identification to ensure badge access to the site. Please limit site visit attendees to no more than three (3) people including any/all subcontractors. Attendees shall travel to each site location using their own personal vehicle. The Contracting Officer Representative will lead the convoy to each site location. Bid Opening Electronic bid packages must be received by Devona Jackson 12:00 p.m. (EST) on September 6, 2023. The Contracting Officer will then provide (via e mail) a link and teleconference number to the bid opening in Microsoft Teams. Requests to attend the Bid Opening after the deadline will be denied. Bidders are encouraged to download the Microsoft Teams application on a computer or other device to view the Bid Opening. Please Note: All interested parties shall provide acknowledgement and complete the fill-in sections for the following provisions below and the Bidding Schedule on page B-2 with their Bid Package. Bid Packages that do not contain completed provisions shall be considered incomplete and non-responsive. Bids submitted in response to this solicitation shall be due no later than 12:00 p.m. (EST) on September 6, 2023.
