REQUEST FOR PROPOSAL (RFP) PROFESSIONAL DESIGN SERVICES DOWNSVILLE PIKE ELEMENTARY SCHOOL RFP 2024-09 SECTION 1 - GENERAL INFORMATION A. Intent The intent of this RFP is to solicit sealed proposals from qualified firms to establish a contract for the preparation of Educational Specifications and the Professional Architectural/Engineering Design Services for the new construction of Downsville Pike Elementary School including any offsite work associated with road improvements and/or public utilities. Price proposals should NOT be submitted with the Technical Proposal, but will be requested later in the process from ONLY the final short-listed firms. The procurement process for this solicitation will adhere to the following format: Firms will submit a Technical Proposal that will be evaluated by a selection committee. The highest scoring A/E design teams will comprise a preliminary short list, and will be requested to provide a presentation (time limit 30 minutes) to the selection committee, and other WCPS representatives, followed by a question and answer period (1-hour total duration), during the week of August 7, 2023. Based on a review and scoring of the presentations, the selection committee will determine a final short list selecting the firms that best fit the needs of WCPS for this project. These firms will be notified of this decision by the date listed in this RFP. The Fee Proposal will be due on by the date and time listed in this RFP. It is WCPS’ intent to award the contract to the firm(s) which, based upon the criteria for evaluation, is the most responsive, responsible, and the most qualified to accomplish the scope of services (work) and is in the best interest and of the best value to WCPS. Price proposals will ONLY be accepted from the FINAL short-listed firms. Any award/contract will be pending Board of Education of Washington County approval and availability of funds. Upon Board of Education of Washington County approval, it is the intent to proceed with the preparation of the Downsville Pike Elementary School Educational Specifications, the traffic study, and the design of the schematic drawings. Subsequent services including design development, bid/construction documents, bid process, construction admin, and post construction will be released dependent upon funding availability. The scope of services is detailed in Section Two (2) of the RFP. B. Background The Washington County Public School (WCPS) System in the State of Maryland currently has 25 elementary schools and a total elementary enrollment of approximately 10,500 students. The Washington County Board of Education (WCBOE), In an effort to improve the educational environment for students while operating its facilities in the most cost-effective way possible, has approved the closure of two (2) of its oldest and most inadequate elementary school facilities: WCPS RFP 2024-09 Page | 4 Hickory Elementary and Fountain Rock Elementary. The Downsville Pike Elementary School project proposes the construction of a new replacement facility in front of the existing Center for Educational Services (CES), which is located on Downsville Pike, just south of the City of Hagerstown. The school site will be easily accessible from Downsville Pike, and Interstate 70. The existing 44-acre site that accommodates the CES facility will have approximately 15 acres to be utilized for the new proposed elementary facility and associated components. The proposed Downsville Pike Elementary School will be designed and constructed as a four-round, 628 student State-Rated Capacity (SRC) facility per gross area baseline calculations dictated by the Administrative Procedures Guide of the Maryland Public School Construction Program, prekindergarten through grade five school facility. Per Adequate Public Facility Ordinance (APFO) of Washington County, the Local-Rated Capacity (LRC) is calculated at 90% of the SRC for elementary schools, or 565 students for the proposed Downsville Pike Elementary School. The construction project will include only the 78,539 total gross sq. ft., 628 student facility, and all necessary site/traffic components, as identified in the Phase I design. Construction activities are currently planned to commence in the summer/fall of 2025, be completed in the spring of 2027, and ready for students for the start of the 2027 school year. The construction project is planned to be completed utilizing a General Contractor. The method of Contractor Selection has not been Determined at this time.
