Site work and paving for a mixed-use development in Westminster, Massachusetts. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The work involves road pavement work to be funded under the MassDOT Chapter 90 program as well as with town appropriations. All work shall be performed in compliance with the Bid Specifications and Massachusetts Highway Department Standard Specifications for Highways and Bridges, 1988 as amended. Contractors must be prequalified by MassDOT, Highway Division in the specified class of work in accordance with 720 CMR 5.00, Prequalification of Contractors by MassDOT. Submit written request for clarification and interpretation to the Town of Westminster DPW Director by email jhall@westminster-ma.gov Work will include Asphalt Cold Planing, Bituminous Concrete Paving, Pavement Reclaiming and Grading, Reinforced Crack Sealing, Curbing, Sidewalks and other pavement related work. Bids shall be on a Unit Price basis. Quantities shown on the Bid Form are approximate only and will be used for comparison of bids and to set the amount of the Bid Deposit. The contract award will be dependent on available funding. The bidding and award of this Contract will be under the provisions of M.G.L. Chapter 30, Section 39M. Each General Bid shall be accompanied by a Bid Security (certified, treasurers or cashiers check or bid bond) in the sum of five (5) percent of the Total Bid is required. MassDOT prequalification of contractors with the class of work as, Surface Paving, for the project with an estimated value of $1,149,600 will be required. No Bidder may withdraw his Bid for a period of sixty (60) days, excluding Saturdays, Sundays, and legal holidays after the actual date of the opening of the General Bids. This advertisement does not obligate the Owner for any costs associated with preparing or submitting bids. The successful bidder(s) must furnish a 100 percent Performance Bond and a 100 percent Payment Bond with a surety company acceptable to the Owner. Minimum wage rates as determined by the Commissioner of Department of Workforce Development under the provisions of M.G.L., Chapter 149, Section 26 to 27D, inclusive, as amended, apply to this project. It is the responsibility of the contractor, before bid opening, to request if necessary, any additional information on Prevailing Wage Rates for those trades people who may be employed for the proposed work under this contract. The Owner, being considered the sole and only judge, reserves the right to waive any informality in, or to reject, any or all Bids, should the Owner deem it to be in the owners best interest to do so.
