Renovation of a detention facility in Lisbon, Ohio. Completed plans call for the renovation of a detention facility.

This is a pre-solicitation synopsis of proposed contract action. This is not a solicitation or invitation for offerors to submit bids. This notice will be posted for a minimum of 15 prior to posting of the solicitation. The Federal Bureau of Prisons (FBOP) anticipates issuance of solicitation 15BFA023B00000032 for the of a firm-fixed-price construction contract for a project entitled Replace Fire Alarm at the Federal Correctional Institution (FCI Elkton), in Lisbon, OH. FCI Elkton is a federal correctional facility at 8730 Scroggs Road, Lisbon Ohio, 44432. The work to be performed in association with this project includes the following scope: Replace Fire Alarm The contractor shall provide all labor, materials, equipment for the Replace Fire Alarm at FCI Elkton. The contractor shall be responsible for removing and replacing three (3) Digital Intelligent Device Controllers, twenty (20) Analog Addressable Device Controllers, nine hundred thirty (930) Spot/Area Smoke Detectors, forty-eight (48) Combo Heat/Smoke Detectors, two hundred thirty seven (237) HVAC Duct Detectors, twenty-three (23) Heat Detectors, two hundred sixteen (216) Manual Pull Stations, three (3) Reflected Beam Smoke Detectors, thirty-two (32) Flow Switch Modules, ninety-one (91) Supervisory Modules, one hundred ninety-one (191) Non-Supervised Outputs Contact Relays, twenty-three (23) Notification Appliance Circuit Audible Controlled Outputs, three hundred eighty-seven (387) Notification Appliance Circuit Combo Horn/Strobe, eighty (80) Notification Appliance Circuit Visible Controlled Outputs, three hundred eighteen (318) Notification Appliance Circuit Strobes. All newly installed fire alarm panels and related components and systems, upon completion of installation, shall be tested by the contractor to demonstrate system functionality. The Specifications attachment included with the solicitation will provide complete requirements for the project. The solicitation will be posted at a later date. Any secure/locked documents uploaded with the solicitation will require an active vendor registration at https://SAM.gov as well as your Marketing Partner Identification Number (MPIN) associated with your SAM registration. Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimated of the project lies between $500,000 and $1,000,000. (NOTE: This range is one of 8 ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range. It merely conveys that the estimate/budget lies somewhere within that range). The North American Industrial Classification System (NAICS) code applicable to this requirement is 238210 with a corresponding small business size standard of 19 Million. The solicitation will be approximately July 26, 2023. The solicitation will be distributed solely through the website at www.sam.gov. Hard copies of the solicitation will not be made . The website provides download instructions. All future information about this solicitation, including any amendments, will also be distributed solely through this website. Interested parties are responsible for continuously monitoring this website to ensure that they have the most recent information about this proposed contract action. IMPORTANT: Any contractor interested in obtaining a contract with the Federal Bureau of Prisons must be registered in the System for Management (SAM) at www.sam.gov. This is a 100% Small Business -. In order to qualify for , your business size metrics information entered in your SAM registration must be less than or equal to the size standard specified above(see provision 52.219-1 in the Representations & Certifications section of your registration and view the table therein listing NAICS codes and your indicated business size relative to the assigned NAICS code above). Each bidder's SAM registration will be reviewed by the Government to confirm that your business size meets the small business size standard requirement. All bidders are urged to double check their SAM registration and update as necessary, including the size metrics information. This synopsis is intended only for those who would be entering into a Prime contract with the FBOP for the entirety of this project. The FBOP does not subcontracts. Subcontracts (if applicable/necessary) are the responsibility of the Prime contractor. The FBOP has no privity of the contract with subcontractors.
