Oregon Trail Electric Cooperative (OTEC) is seeking proposals for security fence installation, maintenance and repair services, on a non-exclusive basis, as set forth in this Request for Proposals (RFP). Qualified Contractors ("Contractor" or "Contractors") known to be experienced in the installation, maintenance and repair of commercial and industrial security and other fences are encouraged to respond. Satisfactory evidence that the Contractor has the necessary capital, equipment, experience, and personnel to complete the work in in accordance with all application federal, state, and local regulations is required. Nothing in this Request for Proposals shall be construed to create any legal obligation on the part of Oregon Trail Electric Cooperative or any respondents. Oregon Trail Electric Cooperative reserves the right, in its sole discretion, to amend, suspend, terminate, or reissue this Request for Proposals in whole or in part, at any stage. In no event shall Oregon Trail Electric Cooperative be liable to respondents for any cost or damages incurred in connection with the Request for Proposals process, including but not limited to, any and all costs of preparing a response to this Request for Proposals or any other costs incurred in reliance on this Request for Proposals. All supporting documentation submitted in response to this Request for Proposals will become the property of Oregon Trail Electric Cooperative. Respondents may also withdraw their interest in the Request for Proposals, in writing, at any point in time as more information becomes known. The contractor will provide all labor, tools, equipment, and materials to perform installation, maintenance and repairs of new and existing chain link, wrought iron, split rail, wire rope, picket, and other fencing and gates, as assigned. Upon award of contract, Contractor will be expected to perform an initial inspection of all existing fences and make repair recommendations to Oregon Trail Electric Cooperative. Repairs shall be made in compliance with specifications provided by Oregon Trail Electric Cooperative. Contractor will also schedule and perform an annual condition inspection and provide reports to Oregon Trail Electric Cooperative detailing the results. Work Orders: Individual jobs or projects usually will be initiated by Oregon Trail Electric Cooperative as a Work Order. The contractor shall provide an estimate of time and materials as well as an estimated schedule for completion upon evaluation and discussion with Oregon Trail Electric Cooperative. The contractor shall only repair, replace, upgrade or install work that is directed by Oregon Trail Electric Cooperative and identified in the Work Order. If there are any questions regarding the work to be performed, the contractor is responsible for contacting the designated Oregon Trail Electric Cooperative representative and requesting clarification before proceeding. Contractor, contractors employees and others employed by contractor to perform work in substations will be required to undergo Oregon Trail Electric Cooperative provided training on substation safety and entry procedures. Background checks may be required for personnel entering substations. No Minimum Service Requirements: Services shall be provided by the contractor on an as-needed, nonexclusive basis. Oregon Trail Electric Cooperative does not represent that it will utilize any contractor's services in any guaranteed amount. No minimum dollar amount or number of Work Orders are guaranteed by Oregon Trail Electric Cooperative. An exhibit describing Oregon Trail Electric Cooperative owned facilities and locations to be included is provided in Appendix A. General specifications are provided in Appendix B. Oregon Trail Electric Cooperative reserves the right to negotiate with the Selected Contractor for a change in terms of the contract during the term of the contract and to make adjustments as necessary. If Oregon Trail Electric Cooperative and the Selected Contractor are unable to agree on a revised contract, Oregon Trail Electric Cooperative may seek new proposals and, upon a minimum of ten (10) calendar days written notice from Oregon Trail Electric Cooperative, may terminate the unexpired portion of the contract. Oregon Trail Electric Cooperative shall not be liable for any cost under this section beyond the contract price for the period where service is actually provided. Oregon Trail Electric Cooperative reserves the right to reject any or all proposals, in part or in their entirety, or to waive any informality or defect in any bid, or to accept any proposal which, in its opinion is deemed most advantageous to Oregon Trail Electric Cooperative. The anticipated start date is September 1st, 2023. The selected contractor will be expected to enter into a master services agreement with Oregon Trail Electric Cooperative for a contract period up to 24 months with the possibility of an extension.
