The Alternative Resource Energy Authority (AREA) seeks unit price bids for the provision of snow plowing for the road leading to its wind farm in Ellershouse during the 2023-24 winter season. The Work consists of the provision of 2023-24 winter snow plowing services for the Ellershouse Wind Farm, a private unpaved road of approximately 10 km leased by AREA. Refer to map on page 12. The duration of the service contract will extend from the first snowfall event of the fall or winter of 2023 to last snow fall event of the winter or spring of 2024. It is required that the entire surface be plowed of snow within a period of 12 hours following the end of a snow fall event of more than 10 cm to ensure timely and safe access to the wind Farm by AREA staff and contractors. Snowplowing services will only be required for snowfall events, which exceed a total accumulation of 10 cm, or a series of snowfall events where the total accumulation exceeds 10 cm unless approved by AREA. Further, due to the steep grade of the road and potential heavy snowfall events, it may be required that the Contractor plow the road on more than one occasion during a storm as to avoid total snowfall accumulations which will over task snow plowing equipment. Sanding may be required to ensure safe travel if the access roads become iced. Contractor shall from time to time inform AREA staff of sanding requirement, and secure AREA approval before applying the sand. The Contractor will be responsible for monitoring snowfall accumulations and initiating the Work. Contractor must also adhere to AREA’s Freezing Conditions Safe Work Procedures (page 7) and Ellershouse Snow Removal Standard Operating Procedures (page 11).
