Site work for a fire / police facility in Freeburg, Illinois. Completed plans call for site work for a fire / police facility.

Late or incomplete bids will not be accepted or eligible for consideration. It is the responsibility of bidders to assure and verify the actual receipt of its bid by the submission deadline. o Following the opening of bids, an award may be made or bids may be referred for review with any bid award to be made subsequently. o All bids must remain valid for not less than 60 days from the bid opening. o The District reserves the right to reject any and all bids after evaluation of bids for either budgetary reasons, a change in the procurement plans of the District, or the failure of any or all bids to be responsive or responsible as determined by the Board of Trustees. o All bids must comply with the Prevailing Wage Act and Public Construction Bond Act as well as the Additional Terms and Conditions set out in the Bid Package for the project. Written Requirements Sign o Provide labor and materials to manufacture and Install (1) 4'2" x 7'6" EMC full color 10mm sign on existing 6" poles. o Provide labor and materials to manufacture and install (1) 14" x 7'6" double sighted face lit topper cabinet on top of EMC sign. o The installation shall abide by local prevailing wage rates and must meet Prevailing Wage Act requirements. o Installation shall be done by a licensed electrical contractor and abide by local electrical and building codes. o Electrical power will be supplied by the building owner. Topper Cabinet o Topper cabinet shall be constructed of aluminum and painted with a color that is approved by building owner. o Topper cabinet shall be illuminated by LED lights and controlled by a photocell that is provided by sign contractor. Electronic Message Center o All installed sign must be UL listed. o LED line spacing shall be less than 10 mm. o Sign must have a photocell to adjust LED lumens. o Sign shall have a 5-year warranty with additional 5-year warranty options. o The sign shall have a wireless modem, with unlimited data, shall be supplied for the life of the sign at no additional cost to building owner. o Building owner shall be given access to a web-based portal to control the sign at no additional cost for the life of the sign. o LED modules shall have a calibration function o Sign must be front ventilated o LED modules and sign shall be made and assembled in the United States. Additional Terms & Conditions In addition to compliance with the Notice to Bidders and the Written Requirements above, the following Additional Terms & Conditions apply: 1. All bids must provide pricing and proposed terms of payment. 2. Any proposed form of contract must be included with the bid in Word form. 3. The proposed timeline for performance and delivery date following the award of the bid must be included in the bid. 4. If applicable, the brand/manufacturer of each major component of the sign must be provided with the bid. 5. The material characteristics, warranties, and technical specifications of the sign must be included with the bid. 6. The sign must meet all applicable Industry Standards in all respects and all other industry standards which may be applicable to any separate component of the sign being bid. 7. The District reserves the right to require a demonstration of the sign for which a bid is submitted as part the bid evaluation process following bid opening. 8. If a bid is awarded it will be to the lowest responsible and responsive bidder as determined by the District. 9. Any exceptions taken to any of the District's requirements must be separately identified and the basis for the exception must be provided in the bid along with the bidder's explanation of the equivalence of its proposal. 10. Following bid opening, the District will undertake a review and evaluation of the bids to ascertain compliance with the District's requirements and the qualifications of bidders, and the award of a bid, if made, may occur at a date following the bid opening. 11. If a bidder is proposing any alternative to a written requirement for the sign being bid, the bidder is required to demonstrate that the alternative is the equivalent and the District reserves the right to reject any proposed alternative. 12. In addition to compliance with the District's requirements, all bids will also be evaluated based on the following factors: additional features of the sign which are not required by the District's requirements, but which the District determines provide added value and utility to the sign; the bidder's experience and reputation in the industry and with the District; the bidder's capability to produce the sign and to do so within the timeframe represented in the bid; the delivery and completion time for the sign; the proposed contract terms presented by bidder; the warranty terms presented by the bidder; the capability of the bidder to provide service for the sign following delivery. 13. The terms of these requirements are without further action incorporated by reference in any contract awarded. 14. In the event of any discrepancy between the District's requirements and the bidder's specifications and/or proposal, the District's requirements will govern. 15. Each bidder shall furnish satisfactory evidence of ability to obtain and install the sign specified and will state the location of the factory or shop where the manufacturing of the sign will occur. 16. The bidder shall also demonstrate to the satisfaction of the District that it is capable of rendering prompt service for the sign and to furnish replacement parts as required. 17. If applicable (bid price of $50,000 or more), a Performance and Payment Bond will be required with sureties acceptable to the District and in compliance with state law. 18. Bidder must provide a Certificate of Insurance prior to commencing work which shows coverage for Worker's Compensation and General Liability (personal injury & property damage) Insurance coverage.
