Sources Sought Notice: This Sources Sought Notice is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this is marked as proprietary will be handled accordingly. The purpose of this notice is to obtain information on CVE VetBiz VERIFIED Service-Disabled Veteran Owned Small Businesses (SDVOSB), [listed in Vendor Information Pages (VIP)] interests, capabilities, and qualifications to determine if a set-aside is appropriate. Responses to this sources-sought announcement will be used by the Government to make an appropriate decision. Proposals are NOT being requested or accepted at this time. Project 578-23-012 Hines Abatement Monitoring: The Edward Hines VA Medical Center, Chicago Illinois has a requirement for a Firm Fixed Price contract to monitor abatement of lead, mold, and asbestos containing materials (ACM). This includes the monitoring for the removal of vinyl composition floor tiles (VCT), floor tile mastic, carpet where indicated, pipe insulation, lead paint and mold from walls, ceilings, and floors where indicated. Project 578-23-012 - Hines Monitoring, must be provided by a 3rd party service related to a construction package under a separate contract. As part of this construction package all areas proven to have ACM flooring, mastic, and pipe insulation are scheduled to be removed. The objectives of this project are to: 1) Provide initial, background air monitor testing prior to the start of the abatement work. 2) Provide continuous air monitoring for the removal of asbestos being abated by construction contractor. 3) Ensure disposal of materials in accordance with the applicable standards and regulations. 4) Provide final, background clearance testing prior to the dismantling of the abatement containment barrier. 5) Submit all clearance testing reports to the COR. 6) Perform the work in a manner least likely to interfere with the daily operations of Hines VA Hospital patients and staff. Period of Performance is 129 calendar days following Notice to Proceed. NAICS Code 562910 - Remediation Services Size Standard 25 million dollars The estimated magnitude of construction (not design) for this project is between $25,000 and $100,000. RESPONSE INFORMATION: The following information is requested in response to this Notice from interested firms. 1. Interested SDVOSB, VOSB, and/or SB Firms must indicate their statement of intent to submit a proposal in response to a solicitation. via email only, to Contracting Specialist Mrs. Amber Jendrzejek at Amber.Jendrzejek@va.gov by Friday, June 30, 2023, at 1:00pm CT. 2. Company name, address, point of contact, phone number, UEI number, and business status. Identify self-performance, any Teaming Agreement or Arrangement, and/or intention of subcontracting. 3. Clear evidence of your Firm's experience in monitoring abatement of lead, mold, and asbestos containing materials (ACM). When providing evidence of your Firm's experience, provide description of projects and contracts similar in scope, size, and complexity successfully completed by your Firm, include total dollar amounts of those completed projects/contracts, and telephone numbers for points of contacts for those projects (no photographs or drawings are needed at this time). Responses should be for recent (within 5 years) experience. Specifically looking for specialized experience and technical competence in monitor abatement of lead, mold, and asbestos containing materials (ACM) to accomplish work in the required time. 4. State of Illinois Licensing Requirements: State of Illinois, Department of Public Health laws, regulations, procedures, and acceptable practices for asbestos abatement licensure, certification, management, monitoring, and reporting. Supply pertinent licenses and certifications to fulfill the State of Illinois Requirements. 5. Evidence of your Firm's ability to perform 50% of the requirement IAW 52.219-14 Limitations on Subcontracting Clause. All information must be submitted in sufficient detail for a decision to be made on the availability of interested SDVOSB concerns. Failure to submit all information requested will result in a contractor not being considered as an interested SDVOSB concern. If adequate interest is not received this action will not be set-aside. Total submittal shall be no longer than 10 pages in one .pdf file or word document. Responses are required to be sent via email to Amber.Jendrzejek@va.gov no later than Friday, June 30, 2023, 1:00pm CT. Firms must be registered in the System for Award Management (SAM). Interested Firms can register at https://www.sam.gov/content/home. SDVOSB firms must be CVE registered/verified by the Center for Veteran Enterprises (CVE) under NAICS 562910.
