Project Description: The Marin County Department of Public Works proposes to replace nonstandard guardrails at 13 locations throughout Marin County. The work proposed will replace guardrail end treatments and existing guardrails that are lower than the minimum guardrail height. Work will also generally include two soldier pile retaining walls totaling 302LF at the Panoramic Highway location to support the replaced guardrail & meet design criteria. A severe storm in October 2021 dumped 12 inches of rain at the project site in Mill Valley within 24 hours which triggered a roadway embankment slip out at the site. Within the 302LF of the proposed retaining wall supporting guardrail, 54 feet of the wall across the slip out area will be funded as an Emergency Relief project ER-15J1(002). All 302LF of guardrail will be funded by HSIPL5927 (123), as well as the remaining 248 feet of wall supporting the guardrail. A 2.5'x60' temporary widening will be added during construction to accommodate traffic control requirements The Engineer's estimate for this project is $1,200,000. Bids are required for the entire work described herein. The Contractor shall possess a valid Class "A" License at time of bid submittal. To bid on this Project, the Bidder and all subcontractors are required to be registered as a public works contractor with the Department of Industrial Relations pursuant to the Labor Code. The Bidder's and all subcontractors' registration must remain active throughout the term of the Contract. A Bid Bond in the amount of 10% of the total bid amount payable to the County of Marin shall accompany the Proposal. If submitting on Bid Express, a scanned copy of the bid bond should be uploaded and attached. Award of contract, if awarded, will be to the lowest responsible bidder whose proposal complies with prescribed requirements, and will be within thirty (30) days after receipt of proposals The Board of Supervisors of the County of Marin reserves the right to reject any or all bids and the right to waive any irregularities. The provisions of California Public Contract Code 22300, regarding substitution of securities for monies withheld to ensure performance shall apply to this contract. This project is to be advertised pursuant to Public Contract Code 22037. Female & Minority utilization goal for this project is 25.6% Bidders are advised that, as required by Federal law, the State has established a statewide overall DBE goal. This County Federal-aid contract is considered to be part of the statewide overall DBE goal. The County is required to report to Caltrans on DBE participation for all Federal-aid contracts each year so that attainment efforts may be evaluated. This project is subject to Buy America provisions for all iron and steel furnished The DBE contract goal is 13% percent. Questions concerning the Bid should be submitted no later than 5 p.m. on Thursday, July 13, 2023. Inquiries or questions based on alleged patent ambiguity of the plans, specifications or estimate must be communicated as a bidder inquiry prior to bid opening. Bidder must visit the work site before submitting a bid. Bidder shall thoroughly investigate the conditions which will be encountered in the project including, but not limited to, existing underground and overhead utilities, steep, rocky terrain, road width, space needed to flag traffic, rip rap, rocky drilling conditions, staging and site access challenges, and serpentine (NOA) Naturally Occurring Asbestos. This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990. The County of Marin affirms that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation. Pursuant to Section 1773 of the California Labor Code, the general prevailing wage rates for Marin County where the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wages are set forth in the General Prevailing Wage Rates for this project, available at the Department of Public Works. The Federal minimum wage rates for this project as predetermined by the United States Secretary of Labor are set forth in the project Special Provisions and can be found Future effective general prevailing wage rates which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the general prevailing wage rates. Attention is directed the Federal minimum wage rate requirements in the project Special Provisions. If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the general prevailing wage rages determined by the Director of the California Department of Industrial Relations for similar classifications of labor, the Contractor and subcontractors shall pay not less than the higher wage rate. The Department will not accept lower State wage rates not specifically included in the Federal minimum wage determinations. This includes "helper" (or other classifications based on hours of experience) or any other classification not appearing in the Federal wage determinations. Where Federal wage determinations do not contain the State wage rate determination otherwise available for use by the Contractor and subcontractors, the Contractor and subcontractors shall pay not less than the Federal minimum wage rate which most closely approximates the duties of the employees in question. County Project No.: 2021-17 Yeh Project No.: 221-525 Wage and equipment rental rates as determined by the State of California are listed in the Department of Transportation publications entitled "General Prevailing Wage Rates," issued monthly, and "Labor Surcharges and Equipment Rental Rates," issued semi-monthly. The U.S. Department of Transportation (DOT) provides a toll-free "hotline" service to report bid rigging activities. Bid rigging activities can be reported Mondays through Fridays, between 8:00 A.M. and 5:00 P.M., eastern time, Telephone No. 1-800-424-9071. Anyone with knowledge of possible bid, bidder collusion, or other fraudulent activities should use the "hotline" to report these activities. The "hotline" is part of the DOT's continuing effort to identify and investigate highway construction contract fraud and abuse and is operated under the direction of the DOT Inspector General. All information will be treated confidentially, and caller anonymity will be respected.
