2023 Installation of Speed Humps on S. Joyland St (2), Moreland Ave (2), and E. Weaver St (1); remove and install on Bexley Ave (1) in Durham, NC The City of Durham Department of Transportation is requesting bids for the project described above. This project consists of the installation and/or removal of Speed Humps at various locations throughout the City of Durham. Each bidder must be licensed under Chapter 87 of the North Carolina General Statutes. All bids must include a non-collusion affidavit. This project shall conform to the North Carolina Department of Transportation Standard Specifications for Roads and Structures, January 2018 and any addendum ("Standard Specifications"). Each bidder is advised that the work may be inspected and supervised by an engineer or firm under the direction of the City of Durham. The engineer or firm may also be involved in the identification of specific repair areas and the proposed method of repairs for the site work. The completion date is 60 calendar days from the date of Notice to Proceed. No additional contract time will be added due to inclement weather. The Contractor shall furnish all materials and equipment needed to install the necessary improvements. Liquidated damages for this project are $500.00 per calendar day for failure to complete this project by the completion date. No bid shall be considered or accepted unless at the time of its filing the same shall be accompanied by a deposit of cash or a certified or cashier's check drawn from a bank or trust company insured by the Federal Deposit Insurance Corporation (FDIC), in an amount equal to five percent (5%) of the amount of the bid. The check shall be made payable to the City of Durham. Said deposit shall guarantee that the contract will be entered into by the successful bidder if the award is made. Such deposit of cash or certified or cashier's check may be held by the City until the successful bidder has executed and delivered the contract documents, including performance and payment bond, to the City of Durham and returned or kept in accordance with North Carolina General Statute 143-129. Bids shall be submitted under a condition of irrevocability, except as required by law, for a period of ninety (90) days after bid opening. The City of Durham reserves the right to accept or reject any or all bids. The City of Durham Department of Transportation, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat.252) and the Regulations of the North Carolina Department of Transportation (49 C.F.R., Part 21), issued pursuant to such act, hereby notifies all bidders that it will affirmatively insure that the contract entered into pursuant to this notice will be awarded to the lowest responsible bidder without discrimination on the grounds of sex, race, color or national origin. Questions received less than seven (7) days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications shall be without legal effect. A.
