Intent to Bid Due Date: Aug 4th 2023, 2:00 PM CDT Contract Term: 1003 consecutive calendar days. Question Deadline 07/13/2023 at 2:00 PM CT Design-Build contract for the amount of $600,000,000-$710,000,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The project will include the design, construction, delivery, and operational readiness testing of a new DFW Terminal F Concourse building. This overall project will provide a new concourse building and associated Skylink Station infrastructure on the Terminal F site, currently known as the F Hardstands. This will be a new double-loaded (aircraft parking on both sides) concourse building, the square footage of the Terminal F Concourse building is anticipated to be 400,000 sf to 500,000 sf inclusive of enclosed, open space, pavement and head of stand road. This is an approximation for information purposes only and the final area may not be at or near this size. The project will also include the design, construction, delivery and operational readiness testing of a Skylink Station around the existing Skylink guideway. No guideway modification is anticipated. The station will connect to the Terminal F Concourse via a connector providing airside connectivity between the Terminal F Concourse and other Terminals. Related projects (by Others) to the Terminal F Concourse and Skylink Station project include, but are not limited to: o Terminal F Civil Works: Civil Works in the South Express Parking area, inclusive of support facilities Baggage Handling System building, and loading dock. This project requires substantial coordination with the Terminal F Concourse and Skylink Station project. o Terminal E Reconfiguration: The renovation and expansion of the ticketing halls, security checkpoint, baggage handling system and bag claim at Terminal E. o Electric Central Utility Plant (eCUP) The Terminal F Concourse and Skylink Station Design-Build team will also be responsible for providing the necessary utilities and supporting infrastructure for the buildings to be operational. The right of way may be provided, in part, by the Terminal F Civil Works projects. The utilities tie in will be at DFW main Utility tunnel to the concourse building. The Terminal F Concourse building will be located on the existing Terminal F hardstand and built to DFW Design Standards. The Design-Build team will be responsible for delivering access to the construction site(s) including but not limited to roadway(s), parking, and utility connections. The designer must coordinate with other projects and The Board with respect to this routing. The design of the Terminal F Concourse and Skylink Station will begin at contract execution. A Design Criteria Package for the project will be made available prior to NTP. The Terminal F Concourse is expected to include, but not be limited to, the following: gate lounges, restrooms, concessions, sensory room, public spaces, art, amenities, airline and airport premium lounges, mechanical rooms, communication rooms, electrical rooms, life safety systems, fire protection room, UPS room, glass Passenger Boarding Bridges with associated ground support equipment, preconditioned air units (PCAs), 400 hz ground power units (GPUs), aircraft autodocking equipment and new jet fuel pits. The Terminal F Concourse project will be designed with adherence to DFW Guidelines, current ACRP and IATA standards, and initiatives for the following: restrooms, concession space, signage & wayfinding, IT & access control, dynamic glazing, and associated security systems, mechanical, electrical, plumbing and fire protection (electrical supplies will be provided from independent sources). Finishes and fit-out inclusive of restrooms, concessions, signage and wayfinding, flight information displays and associated information technology, security systems and gate lounge sizing, other functional shell spaces such as ramp operations offices, gatehouse support, and storage will be included as part of this scope of work. The design and construction of the Skylink Station will involve close coordination with Skylink operations to minimize operational disruptions. The Project consists of a new airside concourse, with the following high-level objectives: o Provide additional gate capacity to DFW. o Project should achieve an accelerated gate delivery schedule. o Leverage existing passenger processing and landside facilities. o Implement innovative approaches to baggage handling and goods/services delivery. o Elevate the customer experience along the entire customer journey. o Position for future growth with infrastructure that can be expanded in a cost-effective manner o All main mechanical, electrical and IT rooms to be located at ramp level with vertical distribution for MEP services where practical. The scope shall include (as referenced in the Design Criteria Package, to be provided prior to NTP) but is not limited to: Architectural, Structural, Civil, Mechanical, Heating, Ventilation and Air-Conditioning (HVAC), Electrical, Plumbing, Life Safety, Sanitary sewage and Grease Drainage, storm water modification and site lighting, as well as roadway/frontage improvements, Natural Gas, Build Automation system, EIOS, IT/Data, Low Voltage and Airport Systems, Fire & Life Safety, Security, Airport Systems, Security/CCTV, Access Control, Passenger Boarding Bridges (PBB's), Preconditioned Air units (PCAs), Ramp Markings and Guidance Systems, Glycol Systems, Jet Fueling System, Fueling System, Conveyances, Roofing Environmental, Dynamic Glazing, Restrooms, Signage, Wayfinding, Graphics, Concessions, Interior Finishes, and Skylink systems. This effort is anticipated to have on-going coordination with other DFW project design team(s) and contractors, projects include but not limited to: o Terminal E Reconfiguration o Terminal F Civil and Utility o eCUP - Electric Central Utility Plant
