Submittal Shall Be Signed by a Person Having Authority to Bind the Qualified Professional in a Contract. The City of Friendswood, Texas and the Galveston County Consolidated Drainage District (GCCDD) are seeking a qualified engineering firm to complete the City of Friendswood Comprehensive Master Drainage Plan. The City of Friendswood previously completed a Master Drainage Plan Phase I in November 1993 (Claunch & Miller / Albert H Halff Associates, Inc.) and a Master Drainage Plan Phase II in March 2007 (Costello, Inc.). Since 2007, the City of Friendswood experienced devastating flooding during Hurricane Harvey in 2017: over 3,000 homes were inundated with high water and over 1,000 residents were rescued from their homes. The City and GCCDD have since prioritized drainage and flood reduction and have partnered with other public agencies to build local and regional flood reduction projects along Clear Creek and its tributaries. The Comprehensive Master Drainage Plan will build upon existing studies and data from the City of Friendswood and GCCDD with the primary goal being to identify and address critical drainage problems (both riverine and urban in nature) and to create an effective tool to manage existing and future development. The City of Friendswood, Texas (the "City") is requesting qualifications ("RFQ") from qualified professionals ("Respondents") experienced in providing professional services using generally accepted engineering and planning practicesto complete the 2023 update to the City's Master Drainage Plan. The 2023 Comprehensive Master Drainage Plan (the "Study") will include, but is not limited to, creating a 1D/2D and/or 2D model(s) to assess flood prone areas and inform the development of up to fifteen drainage and flood reduction project alternatives, benefit cost determination of the proposed alternatives along with other critical project characteristics to inform a prioritized project development schedule, and determination of easement boundaries for Clear Creek and its tributaries.
