Delivery shall be made between the hours of 8:00 am and 4:00 pm EST to the Town's Wastewater Treatment Plant, 731 Frost Avenue, Warrenton, VA 20186 or Water Treatment Plant, 7240 Blackwell Road, Warrenton, VA 20187. There shall be no minimum order quantity or dollar amount required for any purchase made against this contract. No delivery or miscellaneous charges will be honored unless included and clearly stated in the original bid amount. Delivery shall be made within 24 hours for emergency orders placed prior to 4:00 pm. Saturday, Sunday and Holiday orders may be required in emergency situations. The normal delivery schedule for both plants is within 14 calendar days of any telephone order unless the Superintendents of the Water and Wastewater Treatment Plants agree to a different delivery schedule. All bids shall be accompanied by a five percent (5%) bid bond for the total amount of the base bid. The Town reserves the right to reject any and all bids and waive all informalities. In the event the Town Manager chooses to reject all bids, the Town will re-advertise or make the purchase on the open market. The Town, through its duly adopted policies, may reject any or all bids. The due date for submitting questions related to this IFB will be Friday, July 7, 2023 at 4:30 pm. Any questions submitted on or before Friday, July 7, 2023 at 4:30 pm will be answered. It is the responsibility of the Bidder prior to the closing date for any issued Addenda and to submit with their proposal any and all Addenda acknowledgments signed by an individual authorized to sign on behalf of their organization. All prices bid shall be fixed for this period. Additional fees or surcharges assessed, regardless of the nature of such fee or surcharge, shall not be paid by the Town unless agreed upon in advance in writing by the Town. The Town reserves the right, at its sole discretion, to extend the purchase agreement for four (4) additional one-year terms. The Town reserves the right to reject any and all bids and waive all informalities.
