Site work for a water / sewer project in Mingo Junction, Ohio. Completed plans call for site work for a water / sewer project.

The subject project is advertised for bids. Attached please find an advertisement. Bidding Documents are also attached. The Engineers Estimate is $1,728,000.00 with a 300 day construction period. The Project consists of rehabilitating two water storage tanks for the Jefferson County Water and Sewer District. The first tank is the J Tank, a 100, 000 gallon double ellipsoidal elevated welded steel tank located in Mingo Junction, Ohio. The second tank is the Bloomingdale Tank, a 300,000 gallon ground storage tank located in Bloomingdale, Ohio. Rehabilitation Work for both tanks generally include recoating the interior and exterior surfaces, installing a passive mixing system, miscellaneous structural repairs, electrical and SCADA upgrades, SCADA upgrades at the Belvedere Booster Station, Water main replacement, fencing replacement, new gravel drive, and miscellaneous site work. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis. Partial sets of Bidding Documents will not be available. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Each Bidder must be a Bidding Documents Holder, as defined in the Instructions to Bidders. The Board of Commissioners of the County of Jefferson, State of Ohio, anticipates receiving funding from the Water Supply Revolving Loan Account (WSRLA) and from Ohio Public Works Commission (OPWC) to aid in financing the Project. The requirements for Bidders, Contractors and Subcontractors are explained in the Bidding Documents Bid security shall be furnished in accordance with the Instructions to Bidders. Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders. The Non-Collusion Affidavit must be completed and submitted with the Bid. Minimum prevailing wage rates shall be paid according to the Contract Documents and Federal and State laws. Pursuant to Ohio Revised Code Section 9.24, Award of This Contract Shall Not Be Made to a Bidder Listed in the Finding and Recovery Database of the Auditor of the State of Ohio. All Bidders Shall Pay Particular Attention to the Rules and Regulations of the Equal Opportunity Policy, and to the Affirmative Action Plan, Throughout the Term of the Project. The Contractor shall ensure that employees and applicants for employment are not discriminated against because of race, age, color, religion, sex, national origin, or handicap status. No Bidder will be subjected to discrimination in consideration for this award. If, in the opinion of the Board of Commissioners of the County of Jefferson, State of Ohio, the acceptance of the lowest and best bid is not in the best interest of all concerned, the Board of Commissioners of the County of Jefferson, State of Ohio, may accept another bid so opened. The Board of Commissioners of the County of Jefferson, State of Ohio, reserves the right to accept or reject any and all bids/proposals and to waive all informalities. The Board of Commissioners of the County of Jefferson, State of Ohio, may reject any and all bids on any basis and without disclosure of a reason. The failure to make such disclosure shall not result in accrual of any right, claim or cause of action by any unsuccessful bidder against the County of Jefferson. The Contract Times will commence running as indicated in the General Conditions. Contract Times for completion and provisions on liquidated and special damages, if any, are indicated in the Agreement.
