The Department of Public Works (DPW) manages concrete, landscaping, and asphalt restoration services at locations throughout the city primarily resulting from Water and Electric Utilities' and DPW system repairs and maintenance projects. The concrete restoration services include the replacement of sidewalk, roll curb and gutter, barrier curb, and concrete driveway aprons. Services also include topsoil and seed installation in the area surrounding the newly poured concrete. The size of the restoration varies substantially. The Contractor advised that many of the City of Naperville sites are relatively small, i.e., 5 lineal feet of curb and gutter; 25-50 square feet of sidewalk, 3x3 driveway section, etc. Dispose of all debris resulting from his work and shall leave the work area in a clean and acceptable condition. ADA (American with Disabilities Act) accessibility for curb and sidewalk ramps will be closely monitored. All sidewalk ramps and curbs through the ramps will be constructed to current standards with zero tolerance for meeting those requirements. Any work that needs to be redone will be at Contractor's expense. Beginning in 2023, the City has waived its procurement code to allow DPW to use a shortlist of qualified contractors at approved rates for the concrete restoration contracts. The rates are all inclusive (no additional mobilizations fees, fuel surcharges, etc). The city is accepting qualifications from contractors seeking to provide concrete restoration services. Any contractor which meets the minimum qualifications will be added to the City's shortlist. The work will involve mobilizing various sites throughout the city and completely restoring the concrete. The Contractor is responsible for providing all labor, material, equipment, and supervision necessary to perform the work at designated locations as directed by the city. The Contractor assumes the responsibility for the work, efficient operation and conduct of crews and equipment. The Contractor shall perform the work in accordance with all municipal, county, state, and federal laws. All work shall be performed in accordance with the standard principles established for such work. The Contractor shall All questions concerning the RFQ shall be submitted in writing via email to the attention of Shanel Gayle, gayles@naperville.il.us no later than 12:00 p.m. on Thursday, June 28 2023. A written response in the form of an addendum may be issued as appropriate. No contact with any other City employee shall be made during the RFQ process. Any incomplete submittals may be rejected as non-responsive. Infrequent or first time users of electronic bidding are requested to load their responses 24 hours prior to opening and the City will be available to help with any issues or questions up until Friday, July 7, 2023. The term of this contract will be for the 2023 construction season, from date of award through December 31, 2023.
