he general nature of the project is the furnishing of all labor, equipment and materials necessary for construction of a landfill disposal area and leachate storage lagoon, both with Subtitle D composite liners, and miscellaneous associated work, all as specified in the plans and contract. The work under the proposed contract shall commence within thirty days of the written Notice to Proceed. The work on Division 1 shall be completed by December 15, 2023, subject to any changes granted by the Owner. Work on Division 2 cannot start prior to March 1, 2024 without prior approval of the Owner. The work on Division 2 shall be completed by August 30, 2024, subject to any changes granted by the Owner. Potential bidders must be bid on all Divisions. The project will be awarded as one contract based on the total price of all Divisions. Bids shall be presented on a blank form furnished by the Page County Landfill Association, submitted in a sealed envelope marked Phase W-1 Expansion, Page County Sanitary Landfill, and accompanied by a separate envelope containing bid security in the amount of 5% of the bid as defined in Iowa Code 26.8 and specified by the Association in its bid specifications and contract.
