Renovation of a mixed-use development in Kearneysville, West Virginia. Working plans call for the renovation of a military facility.
The General Services Administration (GSA), Public Buildings Service (PBS), Region 3-Philadelphia, has identified a need for construction services at the IRS Enterprise Computing Center (ECC) in Kearneysville, WV. Work includes a new Command Center, a Video Surveillance System, limited Card Access Control, an entrance lobby, access control standoff barriers, new access control point electronic components, and site lighting. The ECC and the Child Care Center will be in operation during the security upgrades. Careful coordination will be required with the IRS to maintain security component/personnel operations during construction. The Contractor shall provide and pay for all labor, materials, equipment, tools, water, heat, utilities, transportation, and other facilities and services necessary for the proper execution of the work. Applicable Conditions: The project includes providing a new Command Center, a Video Surveillance System, limited Card Access Control, an entrance lobby, access control standoff barriers, new access control point electronic components, and site lighting. It is anticipated that this work will be performed during normal working hours, except that work which is best performed after hours. Work in existing facilities shall correspond in all respects with the existing conditions to which it connects, or to similar existing conditions, in materials, workmanship and finish. The Contracting Officer has determined to utilize a Competitive 8(a) and set aside this procurement for SBA certified 8(a) contractors. The awarded contractor will provide all management, supervision, labor, supplies, equipment, and shall plan, schedule, coordinate, and assure effective performance. The period of performance is two-hundred-seventy (270) calendar days after notice to proceed. The NAICS Code for this procurement is 236220, entitled Commercial and Institutional Building Construction and the small business size standard is $45 million. The offeror submitting a proposal on this project will be required to be certified to work within this NAICS code. Contract Type Selection: This will be a Firm Fixed Price (FFP) Contract. Estimated Contract Range: $4,000,000 - $7,000,000 million As per FAR Part 5.205(f): (1) This acquisition is being offered for competition limited to eligible 8(a) participants; (2) The North American Industry Classification System (NAICS) code for this project is 236220; (3) The Contracting Officer advises that eligibility to participate may be restricted to 8(a) participants in either the developmental stage or the developmental and transitional stages; and (4) The Contracting Officer encourages interested 8(a) participants to request a copy of the solicitation as expeditiously as possible since the solicitation will be issued without further notice upon SBA acceptance of the requirement for the section 8(a) program.
