Pre-Construction - In the pre-construction phase, the consultant may be asked to: Review project plans, specifications, and estimate (PS&E) and the Contract Documents. Provide review assistance, including but not limited to construction constructability review, for PS&E. Assist the City with responding to contractor submittals. Assist the City with pre-construction surveying Assist the City with pre-construction public outreach Document pre-existing conditions, including photographs and/or videos. Set up project files, both electronic and hard copy, per the City-provided Construction Management Project File Structure. Review project plans, specifications, and funding splits, in preparation to administer the contract. Set up Engineer of Record review/approval process. Prepare and print agendas for the internal project kick-off meeting, attend the meeting, and take meeting minutes. Attend SDOT training for Field Construction Record (FCR), payment, and document control procedures. Prepare and print agendas for the pre-construction meeting, attend the meeting, and take meeting minutes. Ensure required submittals are provided by the Contractor at the pre-construction meeting if they haven't been submitted prior. Distribute pre-construction meeting minutes to attendees. Prepare draft Critical Path Method Schedule and Traffic Control Plans Archeological resources to assist with developing plan for inspection or monitoring during construction For any Design-Build, General Contractor/Construction Manager, or similar delivered contracts that are part of the West Seattle Bridge Capital Program, the consultant may be asked to provide the following additional professional services as it relates to design and construction phases of the projects: Design and Construction QA/QC Peer Reviews (Technical Design and Constructability) Value Engineering Independent Cost Estimates Risk Management/Analysis The City of Seattle, through Seattle Department of Transportation, requests Statements of Qualifications from qualified firms to provide Construction Management (CM) Services Support for an assortment of capital projects with FHWA funds. The support services may include work performed during pre-construction, construction, and post construction phases. The skilled services sought include Resident Engineering, General Inspectors and Specialty Inspectors (primarily Archaeological), Office Engineers with administrative support and document control, and Public Outreach support. These staff will support SDOT's in-house CM staff, which is led by the SDOT Construction Engineer. The approximate individual project budgets for the ten (10) listed projects range from $250,000 to $1,500,000. The time of performance is expected to be 4 years, starting in September 2023 and ending in August 2027. This project is anticipated to be federally funded in part through FHWA. The City of Seattle in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, sex, handicap/disabled, age in consideration for an award.
