1. Mission: NCTAMS LANT DET Cutler is tasked to operate and maintain the facilities and equipment to provide reliable command and control communications to operating units of the fleet in the Atlantic Ocean and Mediterranean Sea. The primary mission of the installation is to provide a VLF broadcast link between high-level command authority ashore and US and North Atlantic Treaty Organization (NATO) ships, planes, and submarines operating at sea in areas of broadcast coverage. Messages are received via high- and low-speed data lines, relayed by local landlines to the appropriate transmitter, and transmitted via the broadcast method to US and NATO forces afloat. 2. SCOPE: NCTAMS LANT Det Cutler has a requirement for the Refurbishment of two Eaton 50-VCP-WND250 1200amp and/or 75-VCP-W-500-1200amp breakers. 2.1 The service and repair will include Class I refurbishment and repair/replace any other defect(s) found during refurbishment. 2.2 LOCATION: Breakers will be shipped to: Contractor Facility Contractor will return ship the breakers to: NCTAMS Lant Det Cutler 175 Ridge Road Cutler, ME 04626 2.3 PERIOD OF PERFORMANCE: 2.3.1 NCTAMS Lant Det Cutler will ship two breakers to be refurbished. Within 6-8 weeks Contractor will return ship the Refurbished Breakers. The Contract periods of performance will be: NLT 15 September 2023 - 14 September 2024 15 September 2024 - 14 September 2025 15 September 2025 - 14 September 2026 15 September 2026 - 14 September 2027 15 September 2027 - 14 September 2028 2.4 The service and repair will include: 2.4.1 Class I refurbishment. 2.4.2 The repair of or replacement of any and all other defect(s) found during refurbishment. 2.4.3 Refurbishment will include a 3 year warranty of any/all parts and service. 2.5 Which breakers are to be refurbished will be determined by NCTAMS Lant Det Cuter and may be one each of 50-VCP-W-ND250 1200amp and 75-VCP-W-500-1200amp breakers or two 50-VCP-W-ND250 1200amp breakers or two 75-VCP-W-500-1200amp breakers. 2.6 In the event that a breaker is beyond being refurbished, Contractor will notify NCTAMS Lant Det Cuter and another breaker will be shipped to the Contractor. There will be no additional charges for the inspection/determination.
