These specifications are intended to cover the design of the structures and materials required to provide a step-down substation to operate as a part of the electrical system of the Owner. The station will be energized at 25 MVA at 115/12 kV and designed for 33 MVA. The Bidder should include in his quotation all labor and material required to provide a complete steel, with associated Anchor Bolts, and bus package that includes insulators and bus connectors to insulators. The switches have been secured and it has to be engineered in design but not provided. The station shall consist of standardized outdoor equipment completely coordinated as to design, operation and appearance for the control of the circuits as shown in the drawings. Structures, buses and apparatus shall be arranged as shown in the drawings. The project will construct a new 115/12 kV station with radial 115 kV transmission feed through one 115 kV Breaker feeding one 115/12 kV transformer, main feed, four regulated distribution feeders which two will be installed as part of this project. All bids submitted shall be firm for a minimum of 60 days, unless otherwise specified. The City reserves the right to evaluate all bids, waive any technical or informalities, reject any and/or all bids and proposals, and further specifically reserves the right to make the award and/or awards in the best interest of the City
