Dakota County is seeking proposals from qualified firms to provide construction cost estimating services for the second household hazardous waste and recycling facility in Lakeville. Written Questions Due to Project Manager 07-14-23 by 3:00 pm Questions Answered/RFP Addendum Issued 07-18-23 Scope of Services to be Provided 1. Prepare cost estimates at intervals outlined. Cost estimates shall cover all areas of the project to the construction limits of the facility and include all civil, landscape, structural, architectural, electrical, mechanical, plumbing, jail control and security, and any special systems. Furniture, Fixtures and Equipment (FF&E) will be estimated by others. 2. Conduct limited value engineering at intervals outlined and recommend to owner what value of cost savings can be achieved through alternate systems, materials, equipment, etc. The intent of this service is not to provide a detailed, exhaustive value engineering analysis, but to provide readily apparent and identifiable cost saving measures. 3. Provide opinion of constructability and input on construction scheduling and/or phasing. Initial intent to be provided by the County or design consultant. Opinion shall be based on estimator's experience and knowledge of the construction industry in relation to climate, time of year, sequence of work and best construction practices. 4. Cost estimates and recommendations shall be based off a drawing or document package to be provided by LHB. The level of design development and detail will vary based on the project phase. 5. Review and comment on the design consultant team's cost estimates, prepared at the same intervals. Similarly, a copy of this cost estimator's cost estimate and recommendations will be provided to the design consultant for review and comment. The two estimates must be reconciled to remain reasonably close to each other at the end of each design phase. 6. Coordinate with the County and design consultant as needed throughout the cost estimating process. 7. All communication with the County will go through the County's Project Manager, unless approved otherwise in writing by the Project Manager. 8. Meet or communicate with County staff as needed to complete the requested services. These meetings can be held virtually or via phone. Meetings could include a review before and after each phase cost estimate to review the design, estimate, recommendations, assumptions and to address any outstanding questions. 9. If necessary or deemed helpful, a coordination or review meeting can be scheduled with County staff and LHB before each phase cost estimate to discuss the level of drawing or package development or to answer any questions the estimating team may have. The County reserves the right to: Reject any or all proposals if such action is in the public interest.
