Site work and new construction of a fire / police facility in Visalia, California. Completed plans call for the construction of a fire / police facility; and for site work for a fire / police facility.

The current Fire Station 51 is located at 309 S. Johnson Street in Visalia and needs to be rebuilt and upgraded with current building codes/regulations. The proposed new build site is located across the street on the existing parking lot between Conyer St. and Stevenson St. The City is very happy with the design and site layout of the recently built Fire Stations 53 and 56, and therefore would like to use Fire Station 56 as a guide/inspiration for the design layout of new Fire Station 51. The Scope of Work and requirements described in this RFP are the minimum necessary to meet the City's objectives. The CM is expected to expand on the scope in the Proposal, where necessary, by incorporating specific areas of expertise. The following listed requirements are neither limited nor comprehensive and the CM's Proposal may include additional requirements if in the CM's professional opinion such requirements are reasonable and warranted and are approved by the City. To conserve costs the City is considering the use of prefabricated construction for Fire Station 51. The City would like to consider the utilization of modular design or pre-engineered metal building design to build the station. The CM should have sufficient knowledge/experience to review and provide additional input on a feasibility study for the use of prefabricated construction completed by the A/E. Should the feasibility study show that the use of pre-fab construction is the most economical option then the CM shall assist the city and the A/E in preparing a request for proposals to hire a consultant for the required design-build phase. The CM will also be asked to provide a separate report regarding pre-fab construction and showcasing the pros and cons of using pre-construction during construction. This Request for Proposals is being issued by the City of Visalia Purchasing Division. Unless otherwise directed, all communications regarding this Request for Proposals should be directed to the Purchasing Division at (559) 713-4334. However, to prevent misinterpretations, the Purchasing Division would prefer that all questions be submitted in writing via email at purchasing@visalia.city or fax (559) 713-4801. Any revisions to the Request for Proposals will be issued and distributed as addenda. Proposers are encouraged to submit any questions or items for clarification in writing to the above email address no later than 4:00 p.m. on Monday, March 25, 2024. The City may reject the proposal if it is deemed incomplete, contains irregularities of any kind or is offered conditionally. The City reserves the right to reject any and all proposals without cause.
