Caltrans is soliciting Statements of Qualifications (SOQs) from qualified firms that may lead to the award of a contract for on-call Roadway Design and related Project Development and Construction Support Services. This Request for Qualifications (RFQ) will require the submittal of an electronic PDF file of the Statement of Qualifications (SQQ) as stated in Section IV "Submission of Statements of Qualifications (SQQ)". The Consultant shall perform consultation, research, professional and technical services required for Roadway Design and related Project Development and Construction support Services, including, but not limited to the development and reviews of project reports, plans, specifications, and estimates, design standard decision documents, storm water data reports (SWDR), materials report (MR), pavement recommendation reports, materials information handouts (MIH), pavement strategy evaluation, review and develop technical provisions (TP), review Alternative Technical Concepts (ATC) including risk, cost, and impact analysis, collect and analyze GPR data to assess existing pavement condition, deflection studies using falling weight deflectometer (FWD) data to prepare pavement strategies, nonstandard specifications, coordinate and monitor pavement coring and field soil testing operations, analyze field coring and soil test results, prepare and analyze life cycle cost analysis, highway safety manual (HSM) modeling, data analysis, report writing, field reviews and investigations, perform value analysis, constructability reviews, public presentations, and response to project inquirie, Visual Impact Analysis (VIA), Artist Rendering, Project Mitigation work and Management, on an as-needed basis to support the Department of Transportation (Caltrans), Division of Design in District 8 (San Bernardino and Riverside County), from 0 phase up to completion of 3 phase with the development, construction, and maintenance of proposed Caltrans transportation facilities. The work shall be performed on projects to improve the State transportation system throughout the counties of San Bernardino and Riverside in California. The specific location of the work to be performed shall be identified in each Task Order. Questions concerning this Request for Qualifications (RFQ) must be submitted in writing to the attention of Denetia Smith at Denetia.Smith@dot.ca.gov. Questions must be received no later than seven (7) business days after the RFQ advertisement. Caltrans reserves the right to terminate negotiations with the first selected firm and begin negotiations with the next selected firm or to cancel the procurement prior to execution if Caltrans learns that the selected team failed to disclose any actual or potential conflicts. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. 22% DBE Goal Participation goal required Estimated contract amount $$10,800,000.00 - $17,550,000.00.
