Question Deadline: 7/10/2023 02:00 PM (CT) EXAMINATION OF CONTRACT DOCUMENTS AND SITE Before submitting a quotation, each Contractor shall: 1. Examine and read the contract documents thoroughly. 2. Visit the site to familiarize themselves with the local conditions that may in any manner affect performance of the Work. 3. Familiarize themselves with Federal, State and local laws, ordinances, rules and regulations affecting performance of the work. Questions about the meaning or intent of the contract documents shall be submitted via t1h.e Olmsted County bidding site QUESTIONS All questions about clarity, ambiguities, or discrepancies in the construction documents shall be brought to the attention of the Owner no later than 72 hours prior to the quote proposal closing time. Oral clarifications made by Architect or Owner not set forth in writing in the form of an addendum will not be considered binding. Where a discrepancy in the documents exists, the Contractor should contact the Owner. If proposer is unable to reach the Owner or if the deadline for addendum questions has passed, the proposer shall include the most restrictive and most costly approach in their quote proposal. A deduct change order will be issued should the less restrictive or less costly approach be required by the Owner Make no deliveries to the Project until ready to install or until approved storage is provided. If deliveries are made prior to the owner being able to accept them, such materials shall be properly stored elsewhere at the expense of the Contractor with adequate insurance coverage provided by the Contractor for the off-site storage. Deliver materials in the manufacturers original, unopened containers with labels intact and legible. Handle all materials in a manner which will not damage material Contractor must provide manpower to assist with the loading and unloading of materials. County Personnel will not be requested to assist in the handling of such materials Requests for additional information, interpretations or corrections to Terms and Conditions, Specifications and or Drawings shall be initiated on or before the deadline for questions, via the "Questions" tab on the electronic bidding site. 4.2 Questions shall appear on the website as submitted. 4.3 Information obtained from any source other than the Bid Contact identified on the electronic bid site for the RFQ shall be considered invalid. If any Bidder attempts any unauthorized communication the County, in its sole discretion, may reject that Bidder's quote. 4.4 Any protest alleging improprieties in the solicitation process or in solicitation documents shall be filed no later than seven (7) calendar days prior to the deadline for submittal of quotes.
