The Island County Marine Resources Committee (MRC) is requesting statements of qualifications and proposals from consultants and technical experts for a shoreline armoring survey of Island Countys shorelines. The Island MRC identified shoreline armoring as an area of big concern for our community. Island County has over 200 miles of shoreline, and a large proportion of this shoreline is privately owned. Once installed, hard armoring is costly to remove and causes various ecological issues. We want to get a current more holistic view of the amount and types of shoreline armoring currently found around the shores of Whidbey and Camano Islands. This would be accomplished by hiring a contractor to conduct a survey that would record the presence, location, and characteristics of marine shore armor in Island County. In doing so, the MRC and Shore Friendly hopes to set a model for future mapping and analysis to aid in the creation of a dataset for use in outreach, planning, and restoration efforts. The consultant(s) must produce a proposal that outlines the approach, budget, and technique for coordinating and working closely with the MRC project manager to: Record presence, location, and characteristics of marine shore armor in Island County, and produce a change analysis report comparing to data from the 2016 armor survey. The contract will cover the period of performance from July 1, 2023, through December 31, 2023.
