This written Request for Bid (RFB) states the scope of the City of Hays requirements and specifies general rules for preparing the bid. The City of Hays shall reserve the right to reject any and all bids and waive any or all technicalities, as determined by the City Manager of the City of Hays The Parks Department of the City of Hays has prepared this RFB and has designated Justin Hemphill, Park Superintendent, as the project manager. Bids received after the above date and time will be considered late and will not be accepted. Responses will be evaluated objectively based on the vendor's responses to the RFB. The City of Hays will not pay costs incurred in the bid preparation including but not limited to the costs for printing, demonstration, negotiation process, etc. All costs for the preparation of the bid shall be borne by the proposing vendor. The contractor shall provide services to the City of Hays in accordance with the term of this RFB and the successful contractor bid. The contractor will provide products or services only upon the issuance and acceptance by contractor of a purchase order. The contractor shall accept all valid purchase orders. The following is for informational use only to prepare the bid and shall not be considered an estimate or complete projection of current or future needs. It is the vendors' responsibility to ensure that they understand the needs of the City of Hays via communication with the Parks Superintendent. A site visit IS RECOMMENDED for this project prior to RFB submission. To schedule a site visit, contact the Project Manager at 785-628-7375 or jhemphill@haysusa.com The attached map is being included to assist with the identification of structures to be stained/sealed. Include all labor, equipment, and materials for this project to be a success and to be considered a "turnkey" event. Minimum specifications include: The bidder will provide Sikkens Cetol SRD-005 sealant/stain for a one-coat application on each wood structure at the Hays Aquatic Park. Additional material/coats may be required on some portions of the wood structures to obtain proper sealing/staining expectations. The Bidder will be responsible for providing the sealant/stain and all other necessary materials and labor to complete the job in its entirety. This may include, but is not limited to, sprayers, brushes, rollers, tarps and masking tape. An on-site review with City Staff is recommended prior to submitting bids. All drips, splatters and overspray shall be contained or captured by use of tarps or plastic sheeting. Bidders will be responsible for cleanup of drips, splatters and overspray if it occurs. Bidders must follow all Sikkens Cetol SRD-005 label instructions including application temperatures. Electricity will be provided at the Hays Aquatic Park. Bidders will be required to supply all electrical cords needed to complete this project. City Staff will provide on-site, routine inspections of work throughout the sealing/staining process. Shrubs, plants and trees will be pruned by City Staff prior to the work commencing. The contractor shall not prune or cut on any shrub, plant or tree during the process. The attached map is to be used to identify and bid out the project costs. Locations 1-5 are considered the base bid and locations 6-9 are considered the "alternate bid". Bidders must provide a base bid price and alternate bid price on the "bid summary form". Work may commence after the Hays Aquatic Park closes for the year (August 13, 2023) and must be completed by October 31, 2023. A detailed list of what items will be provided by the bidder and what items are required by the City of Hays, if any, to make this project operational should be included in this bid. The City of Hays reserves the right to reject any and all bids or any part of any bids, to waive minor defects or technicalities, or to solicit new bids on the same project or on a modified project which may include portions of the originally proposed project as the City of Hays may deem necessary in its best interest. The City also reserves the right to negotiate with any vendor, all or part of any bid that is in the best interest of the City.
