Site work and new construction of a mixed-use development in Philadelphia, Pennsylvania. Conceptual plans call for the construction of a multi-residential development; for site work for a multi-residential development; residential development; residential development; retail development; and retail development.
PHA would like to support economic development in the Sharswood neighborhood by developing properties along the Ridge Avenue and Cecil B Moore Avenue commercial corridors. PHA seeks development partner(s) to build mixed-use commercial and housing on parcels in the Choice Neighborhood area. The Sharswood Choice Neighborhood extends from 19th Street to 27th Street and From Girard Avenue to Cecil B Moore Avenue. In this area the Ridge and Cecil B Moore Avenues commercial corridors form an important amenity. PHA owns nearly thirty properties on the corridors, please see Exhibit A for a map of the Development Sites. Developing the vacant properties will have the benefit of removing gaps along the corridor, adding retail amenities, creating jobs, supporting the community, and alleviating places for illegal activity. This area contains the most active portion of the commercial corridors of Ridge and Cecil B Moore Avenues and is the location of the crossing of the 33, 3, and 61 SEPTA bus routes with significantly high numbers of boardings and alightings. The development sites include land zoned both CMX-3 and CMX-2, Commercial Mixed-Use. This development will be required to maintain commercial or retail activity along a significant portion of the ground floor elevations. Residential living should be developed on upper floors. The developer selected under this RFQ will partner with PHA on all parts of the mixed-use development initiative, working together on design, financing, construction and marketing/selling of the units. The development will follow existing plans, including the Sharswood Blumberg Transformation Plan, and work closely the City, and other community stakeholders throughout the development process.
