Renovation of a multi-residential development in Oskaloosa, Iowa. Conceptual plans call for the renovation of a multi-residential development.

The City of Oskaloosa requests qualifications statements/proposals for historic evaluation and architectural services to carry out the next phase of Oskaloosa's downtown facade improvement project. The first three phases were successfully completed within the downtown square from 2016-2023, securing $1.5 million in CDBG grants toward the combined $3.2 million project. The City is preparing to submit a grant application for a fourth phase to the next round of Iowa Economic Development Authority's Downtown Revitalization CDBG grant program. The primary objective is to revitalize the 500-600 block of High Avenue West (originally Highway 92) through the preservation and restoration of the building facades. It is expected that the project will involve repairs and restoration of a minimum of 6 to 8 building facades located within an area identified in the attached map. The exact details of the project are yet to be determined. The City will negotiate a contract and price with the selected firm for pre-application historic evaluation and design services. This will include a historic resource survey and evaluation study of the project area; working with building owners and project staff to develop renderings, cost estimates, and completion of the Iowa Green Development Plan and Checklist. If the project is funded, a separate contract will be executed for post-award services - including the preparation of final designs and specifications, overseeing the approval and bid process, and carrying out construction management services. Area 15 Regional Planning Commission is expected to carry out grant application services and, if funded, administer the grant on behalf of the City. The Oskaloosa Main Street Director will help coordinate and manage communications with building owners. The City of Oskaloosa Development Services Department will coordinate city funding, approvals, and project oversight. Any questions should be submitted no later than two (2) days prior to the submittal due date. Questions submitted later may not be considered. The project selection committee will review and score the submittals and make a selection based on the evaluation criteria contained in this RFQ. Note that cost is not a factor in consideration/scoring and should not be included.
