A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: The DPMC is seeking to engage the services of an architecture firm with the objective to perform new or final programming, design and construction administration services to facilitate the renovations, reconfigurations and expansion at the PHEAL. This project is being advanced after conclusion of a programming and feasibility study for the expansion of the laboratory, administration and warehouse spaces at the PHEAL. Originally, the Feasibility Study Consultant was tasked with analyzing potential options to add 60,000 square feet of laboratory space, 10,000 square feet of administration space and 10,000 square feet of warehouse space. Additional consideration was given to vehicular access, parking and reuse of the mostly unused AHRF building The proposer should also identify all additional architectural, engineering and specialty consultant disciplines necessary to complete the project as described in the scope of work. The Consultants team shall have in-house capabilities or Sub-Consultants with Subject Matter Expert (SME) experience in planning and design in public health facilities constructed for diagnostic laboratory testing and Bio Safety Level preparedness. Laboratory planning consultants do not need to be pre-qualified with DPMC. The Consultant must also have in-house capabilities or retain the services of a Sub-Consultant with extensive experience in the design of diagnostic Health, Environmental, and Agriculture Laboratory Facilities similar to that described in this scope of work. A description of those projects shall accompany the technical proposal submitted for evaluation by the Consultant Selection Committee. The Consultant(s) shall have the capabilities to provide services that will conform with the established criteria and practices promulgated by the Center for Disease Control and Prevention (CDC), the National Institutes of Health (NIH), the United States Department of Agriculture, the Office of International Epizootis (OIE), the American Association of Veterinary Laboratory Diagnosticians, US Environmental Protection Agency (USEPA), OSHA, and other appropriate Agencies. Only firms currently prequalified with DPMC in Architecture P001 with a rating of Unlimited or have complied with the note below regarding the submission of a firms prequalification application by the date and time listed may submit. All joint venture firms must be separately prequalified in Architecture with at least one firm having a dollar rating of Unlimited. Please note: all consultant(s)/sub-consultant(s) participating on the project team must be separately prequalified by DPMC in the discipline(s) for which they will be providing professional services. If a firm is not currently prequalified, a completed prequalification application must be received by Thursday, July 27, 2023, no later than 4:00 PM in order for a firm to be eligible to submit on this project. The consultant selection committee for this project will evaluate the preliminary technical proposals based upon: 1. Demonstration of the firm / project teams organization and 2. The firm / project teams experience on projects of a similar size and nature. The consultants project approach and implementation plan, schedule, and cost estimating/budget control will be reviewed as part of the full technical proposals which will be submitted at a later date. Pursuant to Executive Order No. 166, signed by Governor Murphy on July 17, 2020, the Office of the State Comptroller (OSC) is required to make all approved State contracts for the allocation and expenditure of COVID-19 Recovery Funds available to the public by posting such contracts on an appropriate State . Such contracts will be posted on the New Jersey transparency website developed by the Governors Disaster Recovery Office The contract resulting from this [RFP/RFQ] is subject to the requirements of Executive Order No. 166.
