Bid envelope must contain on the outside of the envelope, the Contractor's current Certificate of Responsibility Number and the Contractor's License Number unless a statement on the exterior says that the bid enclosed is less than or did not exceed $50,000.00. Envelope containing bids must be sealed, marked and addressed as follows. Questions regarding the specifications or project details shall be directed to Mickey Vance with East Central Community College in writing to mvance@eccc.edu. Proposals must be submitted on the form as shown in the specifications and must be accompanied by a Bid Security in the form of a Bid Bond, Certified Check or Cashier's Check in an amount equal to 5% of the Bid and as required by the Contract Documents. Such security is to be forfeited as liquidated damages, not penalty, by any bidder who fails to carry out the terms of the proposal, execute a contract and post. Performance and Payment Bonds in the form and amount within the time specified. The Bid Bond, if used, shall be payable to the Owner. The Contract or Contracts will be awarded to the lowest acceptable bidder, except that the Owner reserves the right to waive any informalities and the Owner reserves the right to reject any and all bids or to accept any bid which is deemed most favorable to the East Central Community College. The Owner reserves the right to hold all bids for examination for a period not to exceed thirty (30) days and to award the Contract based on the best bid. All Bids shall be in compliance and subject to Sections 31-3-15 and 31-3-21 of the Mississippi Code of 1972 as annotated and amended, and in all case law pertaining thereto.
