The City of Dubuque, Iowa is soliciting competitive proposals from qualified professional consulting engineering firms or project teams to determine interest and capabilities providing Professional Consultant Services that include preliminary engineering design, NEPA environmental study services, and final engineering design to advance development for the Rebuilding Americas Infrastructure with Sustainability and Equity (RAISE) Infrastructure Planning Grant for the project entitled Building Bridges to Employment and Equity (B2E2). Any questions concerning this proposal must be received on or before 12:00 p.m. CST (noon) on July 31, 2023. Any inquiries received after this date will not be answered. When submitting a question to the Citys designated representative, please include the appropriate Consultant contact information. It is anticipated that the timeframe for the Project will be approximately 15 - 18 months following the signing of a professional services contract. The selected Consultant will be required to complete the contracted scope of work within the specified timeframe, under the general direction and coordination of the Citys Engineering Department. The City is following Iowa DOT Instructional Memorandum (I.M.) includes guidelines and procedures for a Local Public Agency (LPA) to select a consultant; request Iowa Department of Transportation (Iowa DOT) approval and Federal Highway Administration (FHWA) authorization for Federal participation in consultant costs; and prepare, negotiate, and administer a consultant contract.
