In 2021, the Provincial Health Services Authority (PHSA) investigated the emergency power distribution and the capacity and redundancy of the electrical systems for the Childrens and Womens Hospital (CW) 1982 building, Ambulatory Care Building (ACB) and Shaughnessy (SHY) buildings located at 4500 Oak St., Vancouver, BC. The studies and assessments informed a phased approach to addressing issues with the electrical distribution system, including addressing a lack of generator redundancy and emergency power capacity, and simplifying a complex distribution system. A schematic design was subsequently prepared by IBI Group Architects, WSP, and AES, based on Option 1 of the AES Engineering Electrical Distribution Business Plan Draft Report dated June 3, 2022. The project is moving into the detailed design, construction, and close out phases of the project. RFP, consultant engagement and contracts - by August 4, 2023 Design development - complete in November 2023 Construction documents - complete in February 2024 Building/Development permit application - March 2024 Generator Procurement (80 weeks) - start by March 2024 Construction (depending on generator procurement time) - April 2025 - May 2026 Commissioning and Close out - May - July 2026 This project involves the detailed design, construction, and close out phases of the schematic design that was developed by IBI Group. The solution that was developed during schematic design includes: - New pre-fabricated, compact substation electrical-house (E-house) for electrical distribution gear located adjacent to the Heather Substation, to house a new 1,500kW generator, with room for a future 1,500kW generator. - Underground duct bank to connect new generator and existing generators to the new gear in the new E-house. - Above-ground fuel storage tank. - New stepdown transformer substation and associated primary switchgear in 1982 Building parkade level. - New emergency power distribution panel within the 1982 Building. - New raceway and wiring from new panel to the existing loads . - New emergency power distribution switchgear. - Extension of the existing duct bank to the 1982 Building. Reference the schematic design report and drawings included with this RFP. There is no site visit arranged for this project. The projects construction budget, less the generator, is estimated to be $7.5M. The method of Contractor Selection has not been Determined at this time.
