Name: Elaine Clark Title: Deputy Commissioner, DAFS Contact Information: Elaine.Clark@maine.gov The State of Maine is seeking proposals for professional Master Planning Services at the State's Bangor Facilities Campus housing the Dorothea Dix Psychiatric Center and State agency offices and programs SCOPE OF SERVICES TO BE PROVIDED A. The Master Plan process will include an existing condition analysis of the Dorothea Dix Psychiatric Center (DDPC) Buildings A, B, C, D, E, and K, a space program analysis, land use suitability analysis, and a future resource utilization study, considering: 1. DDPC's needs: compliance of space with regulatory requirements; efficient use of space and grounds; staff and patient safety; staff and patient comfort; effective medical and treatment spaces; security 2. Existing and future State office needs 3. Future land/real estate uses, preservation of open spaces 4. Parking, traffic, transportation, and vehicle-related impacts 5. Adaptive reuse of buildings 6. Utilities and infrastructure; building/energy efficiency including reduced reliance on CO2-emitting fuels 7. Municipal and regional connections 8. Sequencing and phasing B. The awarded Bidder will engage with the community and collaborate with stakeholders, including but not limited to area Legislators, representatives from the City of Bangor, the Department of Health and Human Services (DHHS), the Superintendent of the DDPC, State agencies with offices or other facilities on the campus, and others as identified by the Department. C. A final report (in hard copy and electronic formats) will be provided to the Department following completion of the analysis of the property and use options described above.
